Oakland Board Hits CHPC

The Oakland County
Board of Commissioners
has passed a resolution con-
demning the Comprehen-
sive Health Planning Coun-
cil of Southeastern Michi-
gan (CHPC-SEM) for fail-
ing to respond to commis-
sion actions taken last year
including charges of anti-
Semitism leveled at the
agency by Herbert Rubens-
tein, a former employee of
CHPC-SEM.
The resolution, which
passed by a 25-0 vote, called
for the replacement of
CHPC-SEM with an alter-
native agency unless the
agency addresses Rubens-
tein's charges and resolves
other management prob-
lems.
Rubenstein has filed a
$750,000 suit in U.S. Dis-

JWF Funding
for JCC, JFS

An allocation of up to
$51,747 for capital im-
provements was approved
for the Jewish Community
Center and Tamarack Hills
Authority at the last Jewish
Welfare Federation Board
of Governors meeting.
The major item is correc-
tion of poor acoustics in the
main Center's Shiffman
Hall.
In other action, the board
approved a grant of $40,000
to the Jewish Family Serv-
ice to supplement its
current allocation of
$525,000. It was noted by
Bruce E. Thal, chairman of
the Federation's Commu-
nity Services Division, that
1981 allocations from Fed-
eration and United Com-
munity Services (which was
forced to cut funding based
on reduced United Founda-
tion proceeds) are insuffi-
cient to allow for adequate
staffing and services. The
allocation will enable the
agency to meet increased
needs for services, Thal
said.
