The new effort, he em- phasized, is aimed at enroll- ing at least 1,000 Bond pur- chasers in amounts of $100,000 or more each, in support of the Mediterranean-to-Dead Sea canal which was approved by the Knesset last week. GEORGE FLESCH "This plan is a fulfillment of the dream of Theodor Herzl," Flesch said. "I would call it the Herzl Canal At- tained. It is'a major part of the Israel Bonds program, which is not a charity but marks a share in advancing the economic needs of Is- rael. My view is that a pos- session of an Israel Bond is to assure a Bond with Is- rael." The canal is being ad- vanced as one of the major needs of Israel. Flesch pointed out that the fulfillment of this plan will be to the advan- tage of all nations in the Mediterranean area. Greater Detroit is the 62nd American community visited by Flesch on his cur- rent tour. His plan for enrollment of the $100.000-or-more Israel Bond purchasers will prob- ably take him to as many more American cities before he completes his current mission. He has visited a number of Latin American communities before coming to the United States. Flesch expressed a chal- lenge to American thinking regarding arms for Saudi Arabia. He asked whether those supporting this plan really believe that Saudi Arabia can withstand an at- tack from Russia as the supporters of planes for the Saudis contend. He pointed to the weakness of the Saudis in the Arab world and asked whether the entire scheme is not a politi- cal delusion stemming from the oil power involved in the current Middle East conten- tions. Flesch went to Palestine from Vienna in 1933. He__ was an elected member of Assefat Hanivcharim, the representative body of Palestine Jewry under the British. This_ assembly be- came the Constituent As- sembly that proclaimed the state of Israel in 1948. Elected to the Knesset in 1951, he became a member of the Foreign Affairs and Defense' Committee and is consid- ered one of Israel's top authorities in the field of foreign affairs. Flesch has represented Israel abroad on many occa- sions as an envoy. A world famous athlete, he partici- pated in international swimming meets, including the Olympics and European- Championships. From 1971-1977. Flesch was European representa- tive of the Jewish agency's external relations depart- ment with headquarters in -- Geneva.
