active in the Jewish com-
munity and for a time was
an adviser to the Health
Ministry in Israel, has
charged thta he and other
Jewish employees were the
subject of anti-Semitic
abuse from supervisors at
CHPC over a period of
years.
"Rubinstein charges that
efforts to halt the abuse
within the agency only led
to further incidents.
"CHPC helps to plan and
control health care delivery
in the Detroit metropolitan
area. It has an annual
budget of $2 million made
up of local, state and federal
tax funds."
The Oakland County
Board of Commissioners
expressed their dissatis-
faction with CHPC by
adopting two resolutions

Dr. Howard Sachar to Give
Lecture for Bargman Series

Dr. Howard Morley Sac-
har will deliver the second
in a series of three Mina and
Theodore Bargman Memo-
rial Lectures 8:15 p.m.
Wednesday at Cong.
Shaarey Zedek. He will
speak on "The Revival of
European Anti-Semitism."
Dr. Sachar was educated
at Swarthmore College and
Harvard University. He has
taught in universities and
in the field of Jewish educa-
tion in the U.S. and Israel.
He is currently professor
of modern Europen, Middle
Eastern and Jewish history
at George Washington Uni-
versity. He lived in Israel
for six years, the last four of
them as director of Brandeis
University's Jacob Hiatt In-
stitute.
He returned to the U.S. in
1965, and has continued to
do consultation and re-
search in Israel. His com-
ments on Middle Eastern

Semitism.
"As a public official, I
can't condone spending pub-
lic dollars with an agency
that appears to condone
anti-union and anti-Semitic
activities," County Corn-
missioner Lawrence Per-
nick (D-Southfield) stated.
"I have asked the board to
adopt an additional resolu-
tion calling for a federal in-
vestigation and a possible
alternate structure to do
health planning in our
community."
The case has received
additional attention from
Detroit News columnist
George Cantor. In a story
that appeared in the News
on March 1, Cantor gave the
details of Rubinstein's case
and noted other complaints
against CHPC. "Non-
Jewish employees who have
left the agency back up
Rubinstein's story," accord-
ing to Cantor.
The columnist noted that
State Rep. Joseph Forbes
(D-Oak Park), the majority
floor leader, told the agency
that it was in danger of los-
ing credibility and that
Oakland County had with-
drawn from participation in
the agency. -
In a follow-up story on
March 12, Cantor inter-
viewed several health
care professionals on the
matter. All of them came
out against CHPC.
"Although unfamiliar
with the details of the case,"
Cantor wrote, "They (the
health care professionals)
were virtually unanimous
in their judgment of CHPC.
They think it is utterly
worthless."
According to Cantor,
Terrence Carroll, the direc-
tor of the agency, denies
Rubinstein's charges and
responds to 'criticism of
anti-Semitism at CHPC by
pointing out that his wife is
Jewish and that he has
raised his two sons and a
daughter as Jews.

A new clinical experience
has been added to the cur-
riculum of the Shapero
School of Nursing (A Pro-
gram in Practical Nurs-
ing) at Sinai Hospital of De-
troit.
Starting with the class
admitted on March 2, all
students will have a learn-
ing experience at Borman
Hall, the Jewish Home for
Aged.
This will be one of four
clinical rotations offered
all students in the first sql.
months of the program.
Until now, all clinical ex-
perience, with the exception
of pediatric nursing at
Mount Carmel Mercy Hos-
pital, has been obtained at
Sinai Hospital of Detroit,
said Edna Adastik, R.N., di-
rector of the Shapero
School.
Students will be under
the supervision of the Shap-
ero School faculty while at
Borman Hall. Sylvia Ser-
win, associate adminis-
trator for the home, also
serves on the Shapero
School Board of Trustees.
