Nit

citizens) far more than any
Arab state has done for its
inhabitants. Only 15 per-
cent of Arab children
attended school in 1949
whereas in 1979, 92 percent
enrolled. From one Arab
high school 30 years ago to
96 in 1980.
Arab life expectancy has
gone from 47 to 72 years. Is-
raeli Arabs have the high-
est world rate of natural in-
creases with one of the low-
est mortality rates —
thanks to Israeli medical
services.
Meanwhile, there are
reasons for growing op-
timism about Israel's eco-
nomic picture. Israel
boosted its industrial and
agricultural exports more
than seven-fold over 10
years.
Her 1980 inflation rate
of 132.9 was the world's
highest. Yet 150 U.S. corpo-
rations opened branches in
Israel — and more are ex-
pected soon.
The explanation: a
highly-skilled work
force; best trained scien-
tists and engineers; ad-
vanced research
facilities; stable political
environment; duty-free
access to European
Common Market; an un-
matched program of gov-
ernment grants, loans,
tax incentives; repatria-
tion of dollar investments
in dollars is unlimited,
thus protecting foreign
investors from taxation
on profits resulting from
devaluation of Israel's
currency.
Yet, our state and De-
fense Departments seem
hell-bent to undermine Is-
rael, to placate so-called
"moderate, friendly" Arabs.
Secretary Weinberger
wishes to give Saudi Arabia
everything it demands in-
cluding the F-15 equipment
which the Carter Adminis-
tration promised would
never be sold because of the
danger of its use against Is-
rael.
Most Arabs need the U.S.
more than we need them.
Yet we react to blackmail
out of weakness rather than
strength. Will Reagan be
better than Carter?
