Asked what the
sources of his informa-
tion about Haddad's
threat were, the State
Department spokesman
said it came from press
reports and from the U.S.
embassy in Beirut. Later,
he told reporters that the
Lebanese government
"confirmed the press re-
ports to us." He said he
did not know if the gov-

Asked by reporters if
Haddad is a "terrorist,
Dyess said, "It's awfully
close, particularly if he
comes out with his threat to
shell the city." Asked if the
State Department would
take any action beyond its
statement, he replied that
that was all he was pre-
pared to do.

Blum Warns Against PLO
Terror Missions Into Israel

UNITED NATIONS
(JTA) — Israel warned that
an attempt "by PLO crimi-
nals" to fly into Israel from
Lebanon last Saturday "on
terrorism missions" repre-
sents "a new departure with
potentially serious implica-
tions" and that Israel is
"duty bound to take all
appropriate measures
necessary to protect the
lives and safety of its citi-
zens."
The warning was con-
tained in a letter Israeli
Ambassador Yehuda Blum
sent to the president of the
Security Council, Ambas-
sador to Peter Florin of East
Germany.
Blum pointed out that the
flights by the "PLO crimi-
nals" were made "in single-
seater gliders with auxil-
iary engines. One terrorist
brought his plane down
north of- Rosh Hanikra and
was captured.
The other terrorist
landed his craft early in
the morning in western
Galilee near Kibutz Afek.
He took a young man hos-
tage and after wandering
around for several hours

a house and was sub-

The terrorist, Blum con-
tinued, "told the people in
the house that his mission
was to take hostages and
demand the release of other
terrorists detained in Is-

envoy requested that his
letter be circulated as an of-
ficial document of the Secu-

Security authorities said
they were riot much con-
cerned by the terrorists' use
of hand gliders to infiltrate
Israel. Chief of Staff Gen.
Rafael Eitan indicated that
the army has been on the
alert for such vehicles and
that they were relatively
harmless in that they could
carry only one person and a
very small payload of ?rms.
Palestinian terrorists
began resorting to unor-

them attempted to cross the

Kahane Calls
for W.B., Golan
Government •

WASHINGTON (JTA) —
Meir Kahane, founder of the
Jewish Defense League,
said last week that the JDL
will set up "a provisional
governmetn" for the "Golan.
Heights, Judea and
Samaria" if "the Israel gov-
ernment gives up those
lands." He said the "pro-
visional government"
would establish an "em-
bassy" in Washington for
the "state of Judaea" that
would issue passports and
visas and fly its own flag.
Kahane, who has been in
the U.S. for seven weeks
since he was released from
prison in Israel where he
served a sentence for -incit-
ing to violence, made his
remarks at a recent press
conference outside the
National Press Building
