The brief charges that the INS, in an attempt to un- cover illegal aliens, has conducted factory raids dur- ing which its agents have singled out individuals for questioning solely on the basis of racial and ethnic stereotypes. The brief cites depositions by a number of INS agents who candidly admitted that their deci- sions to detain and question persons during a raid were based solely on such factors as dark complexion, Spanish accent, Mexican garb, nervousness, and avoidance of eye contact. It promised in 1979 to pay anyone $50,000 if they could prove that gas chambers were used to kill Jews.
