the Lubavitch leader by
saying that an "eruv is a
physical thing. When it

tears it's invalid. It has a
predisposition to tear.
When it does, especially on

Shabat, it is hard to let the
entire community know."
Kagan implied that there
was a danger in creating an
eruv. Where an eruv exists,
people will become accus-
tomed to carrying on
Shabat. If they move out of
the eruv they will forget the
Shabat prohibition on car-
rying and will continue
doing so, thereby desecrat-
ing the Shabat.

Judaica Defines the Eruv

What is an eruv and who
does it serve? According to
the Encyclopedia Judaica,
eruv is "the term applied to
various symbolical acts
which facilitate the accom-
plishment of otherwise for-
bidden acts on the Sabbath
and festivals. The literal
meaning of eruv is "mixing"
and it probably connotes the
insertion of the forbidden
into the sphere of the per-
missible...
"To 'mix' private and pub-
lic domains in order that an
individual may carry from
one to the other or within
the latter, an eruv is erected
around a given settled dis-
trict ... The accepted prac-

Water Diplomacy

CAIRO (ZINS) —
President Anwar Sadat of
Egypt has repeated his pro-
posal to give Israel one mil-
lion cubic meters of Nile
water per day in exchange
for an agreement on the
Palestinians.
The Israelis view the
water offer as impractical
and Egyptians are
lukewarm to the idea be-
cause they view the Nile as
almost sacred.
Sadat said tthat Egypt
wastes six million cubic
meters daily in generating
electricity at the Aswan
Dam. Egypt has been
criticized for not using the
"wasted" water for irriga-
tion.

tice among Jewish com-
munities for generations
has been to erect such an
eruv by connecting poles (of
the required height) with
iron wires ..." (The Judaica
said the height requirement
is 10 handbreadths.)
"According to rabbinical
decree, in order to cook for
the Sabbath during a festi-
val immediately preceding
it, one must establish an
eruv tayshilin (cooking
eruv). Before the festival,
bread and a cooked food
(some feel the former is un-
necessary) are put aside for
the Sabbath.
"Since the preparation of
food for the Sabbath begins
before the festival, it may be
continued during the holi-
days. The preparation of
food for the festival and that
for the Sabbath are thus
`mixed.' The food prepared
before the holiday is 'mixed'
with that prepared within
the day, and the use of the
both is permitted. The term
eruv tayshilin is applied
both to the act of setting
aside the food and to the
food itself."

Israeli Agency
Joins NAJVS

NEW YORK (JTA) —
Rehabilitation Workshops,
an Israeli agency, has be-
come an affiliate of the Na-
tional Association of Jewish
Vocational Services.
The Israeli agency, based
in Tel Aviv, is the largest of
its kind in Israel and oper-
ates 12 vocational rehabili-
tation centers, 10 rehabili-
tation workshops, and em-
ployment programs for the
homebound throughout Is-
rael.
The agency is funded by
the Israeli Ministry of
Labor and Social Affairs,
and serves more than
disabled clients a year, in-
cluding blind persons.
