House Bill 4017, intro- duced by State Representa- tive Ethel Terrell, would mandate school districts to set aside time during the school day for prayer. Cur- rent law allows districts to accommodate students wishing to participate in voluntary prayer or silent meditation. The proposed bill would force districts to set aside time devoted to spoken prayer. Who can refute a sneer?
