Joseph Sisco, who served
in the Nixon and Ford Ad-
ministrations, told 200 ZOA
leaders from throughout the
United States gathered
here for a two-day meeting,
that the Palestinian Arabs
on the West Bank have not
given up hope for a
negotiated solution" with
Israel and that they have
"no interest in giving up
their power to Palestinians
who reside outside the West
Bank."
At the meeting at the
Warwick Hotel here, Sisco,
who recently resigned as
president of American Uni-
versity, and who recently
was in the Mideast, also
predicted "serious difficul-
ties' between the United
States and Europe over the
Arab-Israel dispute.
He declared that
"Europe has no real clout
in the area. When Europe
takes the initiative it is to
apply pressure on the
U.S. to apply pressure on
Israel."
Commenting on what he
perceived as a policy of the
Reagan Administration
toward the Mideast, Sisco
told the ZOA that the new
Administration would con-
sult more with Israel; would
commit itself to the security
and survival of Israel in a
firm and abiding manner;

(JTA) —Jeane Kirkpatrick,
the U.S. Ambassador to the
United Nations, warned at
her first press conference
Wednesday that any move
to expel Israel from the
world organization would
be regarded by the Reagan
Administration "as illegal
and undesirable and ex-
tremely noxious in its con-
sequences." She declined,
however, to give any details
of possible U.S. action in re-
sponse to a move to suspend
Israel from the UN.
Asked if the Reagan Ad-
ministration would reassess
its position that the Israeli
settlements in the occupied
Arab territories are "not il-
legal," Kirkpatrick replied,
"I believe that the President
said that he regarded the
settlements as not illegal."
She added, however, that
the Administration's gen-
eral policy toward the Mid-
dle East and other major
crisis areas "is under re-
view."

Reds Lash Israel

HAIFA (JNI) — Non-stop
denunciation of Israel and
demonstrations for the re-
lease of Soviet Jews, opened
and closed last week's con-
vention of Rakah, Israel's
Communist Party.
Delegates from 20 Com-
munist parties opened the
convention with repeated
denunciation of "Israeli oc-
cupation" and chants of
"Jewish-Arab fraternity."

ducing corporation in Peru
was suggested Monday by
Peruvian Vice President
Javier Alva Orlandini at a
meeting with Premier
Menahem Begin. Begin
promised to pass the pro-
posal to Energy Minister
Yitzhak Modai.

would be harmed by arm-
ing the Saudis. There has

Specter told the 200 ZOA
leaders that he felt that the
Reagan Administration
would support Israel and
that despite the cuts being
made in foreign aid, the
Administration would re-
tain the $2.2 billion aid
appropriation to Israel in
the 1982 budget, the same
as this year.

president of the Detroit Dis-
trict, ZOA, attended the na-
tional executive committee
meeting.
