Envoys Assess 'Normalization'

TEL AVIV (JTA) — Far
more Egyptians would like
to come to Israel, as tourists
out of curiosity or as
businessmen to trade, than
the Egyptian government is
apparently prepared to
allow, according to the Is-
raeli Ambassador to Egypt
Eliyahu Ben-Elissar.
Speaking on a radio pro-
gram marking the first an-
niversary of the opening of
the Israel Embassy in
Cairo, he said that slow,
step-by-step progress in
normalization of relations
between the two countries
had been made during the
past year, but slower than
Israel had hoped.
Interviewed on the same
program, Egyptian Ambas-
sador to Israel Saad Mor-
tada expressed satisfaction
with the tempo, adding that
there were still differences
between the two countries,
mainly because of the
Jerusalem bill declaring
Jerusalem to be Israel's cap-
ital, West Bank settlements
and Israel's treatment of
some Arab mayors and
Palestinians in the occupied
areas.

NEW YORK (JTA) — Six
national Orthodox Jewish
organizations have chal-
lenged a decision of the fed-
eral Small Business Ad-
ministration (SBA) barring
aid to a Hasidic
businessmen's group.
In rejecting the Hasidic
group's application, the
SBA declared that approval
would have meant designat-
ing "a religious group for
special treatment" in prob-
able violation of the First
Amendment, according to
Howard Zuckerman,
president of the National
Jewish Commission on Law
and Public Affairs
(COLPA).
In challenging the SBA
ruling, the Orthodox groups
protested that the SBA's
position "presents a clear
threat to religious freedom
and relegates religion to an
unprecedented and wholly
unwarranted „pariah-like
status in this country."
Zuckerman said Sec-
tion 8 (a) of the Small
Business Act authorizes
the SBA to give special
help in getting financing
for small business con-
cerns "owned and con-
trolled by socially and
economically disadvan-
taged individuals."

National Council of Young
Israel; Rabbinical Council
of America; Torah
Umesorah, the National

Society for Hebrew Day
Schools; the Union of Or-
thodox Jewish Congrega-
tions of America; and

A local agency in Brook-
lyn, the Council of Jewish
Organizations of Boro Park,
joined in the protest to the
SBA.

oil may be found at a new
drill site at Ga'ash, north of

highway to Haifa. It is the
first time that region has
been explored for oil.
Meanwhile, a new source
of natural gas found at a
drilling site at Sdot south of
Ashkelon was linked to
other producing areas last
Thursday. The field is now
ielding 30 million cubic feet
