There was only a brief dis- cussion, and only Interior Minister Yosef Burg voted against the budget on the grounds that the local authorities were in- adequately provided for. Aridor said the budget was based on predictions of 120 percent inflation in the 1981 calendar year and a 98 percent inflation in fiscal 1981-1982 — a steady drop in inflation so as to hit the double-digit line by the end of the calendar year. The 206 billion Shekel figure breaks down as fol- lows: 60.9 billion for debt service; 63 billion for de- fense; 37.9 billion for sub- sidies and national insur- ance payments; 20.6 billion for civilian consumption; and 23.4 billion for invest- ment The Cabinet also ap- proved an 8.6 billion Shekel supplementary budget for the current fiscal year, the third budget of the year. . Beauty Council's Volunteers Conduct Rehabilitation of Israeli School Building TEL AVIV — The re- habilitation of a dilapidated school building in Migdal Ha'emek by a group of vol- unteers from the Council for a Beautiful Israel is dis- cussed in a recent article by the council's Rolly King- Kohansky. The school, which had been subjected to years of vandalism, became the per- sonal project of Council chairwoman Aura Herzog. The article states: "A plan was drawn up by the council's group of pro- fessional volunteers: de- signers, landscape ar- chitects, and so on. Mate- rials, equipment and tools were obtained from the council's supporters both in Israel and abroad. Parents, teachers, children and in- terested citizens supplied all the labor and they ap- proached the project with a zeal and enthusiasm which surprised even the council members. "The school began to take on a bright,- clean, shining look. Fathers plastered and repaired the building in their spare time; older brothers and sisters pitched in by decorating the exterior, helping the younger children with hard-to-reach areas. Mothers sewed curtains to hang on freshly- washed windows. "Grass and flowers trans- formed the once-messy patch of ground into a gar- den with all the children planting, pruning and rak- ing. The entire project be- came a source of pride to the community, winning plaudits from the council for its efforts. "The children were ex- posed to the joys of creating an esthetic environment, learning new behavioral patterns which will con- tinue into adulthood and which, it is hoped, will influence others with whom they come into contact as they grow up. One of them accused Is- rael of violating the human rights and right to self- determination of the Pales- tinian people and the other declared the Camp David accords and Egyptian- Israeli peace treaty to be without validity. Nevertheless, both drafts were adopted by the 43- member commission by the automatic Arab-Third World majority although several Third World coun- tries voted against the reso- lutions or abstained.
