Local Bond Leaders Study
Israel Hydro-Electric Canal

Several local Israel Bond
Century Club members
took part recently in Israel
in the unveiling of plans for
the construction of a canal
from the Mediterranean to
the Dead Sea as part of a
major hydro-electric power
project which will ulti-
mately produce some 20
percent of, Israel's total
energy needs.
Emma Schaver, David B.
Holtzman, Metro Detroit Is-
rael Bond general chair-
man; and David B. Herme-
lin, Israel Bond Midwest
Region chairman, were
members of an interna-
tional delegation of Jewish
leaders who were invited by
Prime Minister Menahem
Begin to study the energy
problems of Israel, which is
totally dependent on im-
ported oil.
The delegation visited the
proposed site of the canal
and toured the area by
helicopter after meeting
with scientists and
engineers who have spent
the past three years in
drawing up the plans for a
project which Mrs. Schaver
characterized as a "giant
leap forward in Israel's
search for alternate sources
of energy."
As a first step in financ-
ing the project known as
the Inter-Sea Water Con-
duit, the Israel Bond
Organization, which as-

sembled the interna-
tional delegation, indi-
cated to Prime Minister
Begin and Minister of
Energy Yitzhak Modai
that it would undertake
to provide $100 million in
four percent Israel Bonds
for the first phase of the
$800 million required to
build the Mediterranean
to Dead Sea Canal.
Holtzman pointed out
that the Israel Bond Organ-
ization has been a major
source of funds for Israel's
economic development. In
1980 it produced $422 mil-
lion and in the past 30 years
it has channeled more than
$5.1 billion into industrial
and agricultural projects
through Israel's Develop-
ment Budget.
The plans for the Inter-
Sea Conduit provide for the
construction of reservoirs
and tunnels which will
carry the waters of the
Mediterranean to a point
where they will drop more
than 1,500 feet through un-
derground turbines to the
Dead Sea to generate 600
megawatts of electricity.
"This project represents
an urgent task in view of the
fact that Israel's total de-
pendence on foreign oil re-
presents an almost unbear-
able financial burden as
well as a most serious threat
to its economic future,"
Hermelin declared.

Dr. Margaret Eichner Named
to Hebrew U. Friends Post

The appointment of Dr.
Margaret Silverman Eich-
ner as field representative,
Michigan Chapter, Ameri-
can Friends of the Hebrew
University, was announced
by Thomas I. Klein, chapter
president, and David Ko-
ren, director, Midwest
Region.
Dr. Eichner has lectured
extensively throughout the
state on the Holocaust and
the effective methods of
teaching the subject.
