Optimism for Israel Economy NEW YORK (JTA) — De- spite its present economic woes and an inflation rate that skyrocketed to 133 per- cent last year, the highest in the world, Israel's economy is "basically very healthy," according to Prof. Haim Ben-Shahar, president of Tel Aviv University and a renowned Israeli economist. Ben-Shahar's optimistic view of his country's economy — which is not shared by many — is due to the fact that during 1980 Is- rael improved its balance of payments despite an exor- bitant increase in its- bills for the purchase of foreign oil and run-away inflation. "Israel's inflation is due mainly to the fact that the government was not able to trim its defense and welfare budgets and did not in- crease its revenues from taxes," Ben-Shahar said. But, Ben-Shahar added, the reason inflation in Is- rael reached the staggering rate of 133 percent is the system of"compensation" in v∎ Thich automatic increases in salaries and in the value of savings and other forms of investments are granted to offset the rise in the cost of living index and, the eroded buying power of the shekel. "As a result, there is a vic- ious cycle" in which infla- tion increases the amount of money in circulation and this in turn increases infla- tion, Ben-Shahar ex- plained. Anti-Frostbite Measures Told Dr. Broino Kiveloff, a member of the staff of the New York Infirmary who is a leader in New York Public Health ranks, and who has written extensively on the heart, advises on frostbite preventatives: "Brief, extensive isomet- rics consisting of tensing all the body muscles simul- taneously, face included, could prevent frostbite. "In our studies on brief isometrics, it was estab- lished that the exercise results in dilation of the peripheral vessels, thus increasing the blood flow to the extremities with a rise in temperature. "Another suggestion is not to smoke while waiting in the cold. Smoking causes vaso-constriction, which facilitates the development of frostbite. "Not to forget to dress warmly."
