The Carter Administration did not send the request to Congress before it left office. Weinberger said the State Department indicated that the Reagan Administration would make its decision soon. Israel and its supporters in the U.S. have vehe- mently opposed the supply of equipment that would in- crease the range of the Saudi jet fighters. Congres- sional sources had informed the Carter Administration that enhancing Saudi air- craft would disturb the mili- tary balance of power in the Middle East and would pose a threat to Israel.
