Speaking to various proposals for the future of Jerusalem, including parti- tion, internationalization and sovereignty by one na- tion, J. Kenneth Blackwell, former Mayor of Cincinnati and a committee member, noted, "Access to Jerusalem may belong to the world, but the care of Jerusalem be- longs to Israel." Brosh stressed not only unity, but autonomy as well. "We see that Jerusalem is a pattern that proves that coexistence be- tween Arabs and Jews can work; the city can remain united, simultaneously giv- ing the Arabs every possible advantage of freedom and control over their own lives." Kollek also em- phasized, "We're not look- ing for a melting pot." The committee resolution supported these views, recommending that the local religious communities within the city be given ex- tended responsibilities of self-government and that this should be legalized. The mayor has pressed for the status of boroughs on the model of London's self- governing cities, as a means of offering each distinct sec- tion as much autonomy as possible, thereby preserv- ing the unique nature of the diverse cultures and tradi- tions. Both Arabs and Jews support the borough idea, he said, but the Arabs pub- licly must be careful not to appear too conciliatory. "The- threat of terrorism hangs more over the Arab than the Jew," explained Brosh. Kollek is especially proud of the five Arab libraries paid for by the Jerusalem Foundation and the educa- tion system which allows Arab schools to maintain a Jordanian curriculum. Stu- dents are prepared to study in Arab universities if they wish and obtain high- paying jobs in the oil-rich Arab countries. Mayor Kollek also wishes to create areas where the homogeneous entities can meet, and he is trying to bridge the physical di- visions architecturally, through city planning strategies. The committee, which includes such re- nowned architects as Buckminster Fuller, Harry Mayerovitch, Samuel Mozes and Moshe Safdie, recommended that such in- teraction be encouraged whenever possible in the commercial, business and recreation centers of the city. The group also recom- mended the continued inde- pendence of the holy places, the vesting of administra- tive authoritiy over them in the religious bodies respon- sible for them, and enhanced universal access for all faiths. The committee indicated its satisfaction with these measures insti- tuted by Kollek. With over a million Christian, Jewish, and Mos- lem pilgrims each year to the 4,000-year-old city, in- cluding 150,000 Arabs from countries not recognizing Israel, this is undoubtedly a key concern. Prof. Charles Haar of Har-ard Law School recommended that a thorough documentation of the degree of autonomy be made within each living area, and this should then be confirmed by law, "so that there is no feeling that it could be suddenly swept away."
