It spent days studying the BHC problem, held meet- ings with Israeli officials, the U.S. embassy staff, His- tadrut officials, representa- Yordim Situation Not Frightening': WZO Chairman NEW YORK — In a Jan. 18 interview on the TV program "Israel Vision" Leon Dulzin, chairman of the executives of the Jewish Agency and the World Zionist Organization, em- phasized that the number of Israeli yordim (emigre's) in the United States, when viewed in the proper perspective, was neither abnormal nor frightening. Dulzin said there were some 270,000 Yordim in the U.S. "Wherever there is a great deal of immigration there is emigration," Dulzin pointed out. As a case in point he cited the experi- ence of the United States during the years 1906-1928. During these years, Dulzin said, "approximately 28 percent left the United States for -other nations. In its report, the group declared it had found "no of- ficial racism in Israel." Rus- tin and Alexander stressed this key conclusion at a press conference on Tues- day. But the report goes on to say that the practices of immigration police at the airport entry point "risks being perceived as racist no matter what explanations are given." Blacks arriving in Israel are weeded out of lines and subjected to apparently dis- criminatory treatment and questioning, the report says, and "such behavior encourages anti-Israel propaganda and creates conflict between American Jews and American blacks." Rustin revealed that anti-Israel groups in Washington are cur- rently collating the tes- timonies of black visitors to Israel, and these af- fidavits could be used against Israel in the fu- ture. Many of these har- rassments are perpet- rated against bona fide Christian pilgrims, he noted. He and his colleagues demanded "extremely im- peccable conduct" and "dig- nity" on the part of immi- gration officials who go about their unchallenge- able duty to prevent illegal entry of undesirable aliens. The report also urges Is- rael "to make a prompt deci- sion defining the status of these persons." Long delays had impinged on their human rights, the group felt. Its own recom- mendations were that the BHC people be given tem- porary work permits and that efforts to provide them with adequate housing con- • • • • • • • • • • • Arab children. The money will be given the the Mapam-oriented Givat Haviva center in Is- rael, a center for Arab, Afri- can and Asian studies which is headed by Yitzhak Patish, a former Israeli am- bassador to Vienna, and Muhamad Watad, an Arab journalist and politician. The center offers seminars for Jews and Arabs to help both reach a better under- standing between the two peoples. On the controversial mat- ter of Carter's power over the BHC, the group merely noted in an "addendum" that "our concern for human rights extends to those which may be denied to the members of BHC by its leader." The addendum noted too a "recent indication of a spirit of cooperation and compromise" between the BHC and the Israeli authorities, but for. the mo- ment the group regarded these indications "with some skepticism." The BHC began arriv- ing in the country from Liberia, where it still maintains a large com- munity, 10 years ago. Carter and others de- clared then and sub- sequently that the BHC would eventually take over the country from the Israeli Jews who are not the truly chosen people. Alexander Allen told newsmen that his own ob- servation in Liberia led him to believe that there is "a potential for good" in the BHC — provided that its ex- tremist ideology can be exorcised. Rustin told the press con- ference that in view of the BHC's ideology "we can fully appreciate Israel's anxiety," and he agreed that an underlying theme of the group's findings was that Israel is justified in keeping additional BHC members out of the country. BASIC recommends in its report to the BHC that it "implement its pledge not to permit an increase of its membership except by childbirth, and to cooperate with the Israeli authorities" in preventing illegal entry of others.
