JERUSALEM (JTA) —
The Knesset experienced a
bizarre and uncomfortable
moment Tuesday when
Druze Sheikh Jaber Muadi
was sworn in by the
speaker, Yitzhak Berman,
as a new Knesseter in place
of the murdered Bedouin
leader Sheikh Hamad Abu
Rabia.
The swearing-in was
"sprung" on the House
without prior preparation,
in a smooth and secret exer-
cise in which on the new
Knesseter and his followers,
the speaker and the Knesset
guard force were involved.
Muadi's car swung into
the Knesset amid a convoy
of 10 vehicles as Knesset
guardsmen sat abroad
jeeps, heavily armed and
prepared for trouble.
He was whisked into
the House and, in the
middle of the first read-
ing debate on the election
date bill, wA invited up
to the rostrum by
Speaker Berman to make
his affirmation of loyalty.
Afterwards, Maudi said
he "feared no man — only
God," and had, therefore,
ignored the published
threats of unnamed Be-
douins to kill him if he
took his Knesset seat.
He recalled to newsmen
that he had served in the
Knesset on a Labor-
affiliated Arab list for many
years in the past — and

nothing untoward had ever
happened to him. He said
his "heart had deeply
grieved at the death of Abu
Rabia."
He sidestepped questions
about whether the Labor
Party leadership had tried
to pressure or persuade him
not to take the seat, but to
leave it to the next man on
the Labor-affiliated list, an-
other Bedouin sheikh.
There could be no ques-
tion of that, he said. He had
worked long and hard for
the success of the list and,
therefore, took up the vac-
ant seat as of right.
After Abu Rabia's slay-
ing last week, political
observers recounted that
there was bad blood be-
tween the Bedouin and
the Druze over Abu
Rabia's Knesset seat
which Sheikh Muadi
claimed should be ceded
to him under a signed ro-
tation agreement. The
late Abu Rabia had de-
nied that that agreement
was binding and had
pointed out that the
Druze were well repre-
sented in thee House
(there is noe in Likud and
one in Ahava) while the
Bedouins had no Knesse-
ter save himself.
Muadi told newsmen that
dozens of Bedouin notables
had privately exorted him
not to bow to threats and to
take up his rightful place in
the legislature.
Meanwhile, police con-
tinue to hold three brothers
in connection with the Abu
Rabia murder. By court or-
der, neither their names onr
other identifying informa-
tion about these three men
may be published. Two
other suspects Tuesday
were released from custody
and media accounts say the
police are "encountering
difficulties" in the investi-
gation.
Abu Rabia was shot dead
in a darkened parking lot
outside his Jerusalem hotel
last week. His assailants
were seen driving off in a
civilian Jeep.

Housing Spurned

TEL AVIV (ZINS) — Yair
Kottler wrote in Maarvi
that no country in the world
treats immigrants the way
Israelis do, with subsidized
housing.
The problem", Kottler
says, is that most immig-
rants would rather live in
Tel Aviv, Jerusalem or on
Mt. Carmel, rather than in
development areas.
