TEL AVIV (JTA) — Gen.
Emmanuel Erskine of
Ghana, commander of the
United Nations Interim
Force in Lebanon (UNIFIL)
says that his men spend 50
percent of their time trying
to prevent Palestinian ter-
rorist infiltration into Israel
and is successful in prevent-
ing most incursions.
In an interview with
Maariv, Erskine noted that
because of the rocky terrain
in south Lebanon it was im-
possible to be "100 percent
ironclad."
He said that most of the
Palestinian successes in
getting through the Israel
border were due to coopera-
tion between the terrorists
and local south Lebanese
villagers.
Erskine said he was
aware that global politi-
cal considerations
colored UN actions in the
General Assembly- and
the Security. Council.
"But .I cannot say that
fact has influenced any of
the instructions I have
received as to how I and
my force are to act," he
stated.
Erskine said that since
May 1980 there had been
practically no contacts be-
tween his men and Pales-
tine Liberation Organiza-
tion leaders, whereas before
that there had been fre-
quent meetings with PLO
chief Yasir Arafat and
others. "Recently we have
not been able to establish
with the PLO the contacts
and cooperation we would
like," he said.

The Labor Alignment ex-
pressed confidence that it
could muster a Knesset
majority for earlier elec-
tions. But Labor Party Sec-
retary, Gen. Haim Barley,
intimated that the opposi-
tion would prefer an agree-
ment with Likud to a Knes-
set fight on the issue.
Labor has objected to July
elections on grounds that
they would coincide with
the vacation season when
some 150,000 Israeli voters
are expected to be travelling
abroad. Their votes would
represent a decisive seven
or eight Knesset seats. Is-
rael has no absentee ballots.
Earlier elections also have
the advantage of shortening
the campaign which would
result in saving millions of
dollars in expenses. The
government came under
heavy fire in the press for
holding out for the latest
possible election date and
thereby "impoverishing the
country."
Watching the debate from
the VIP gallery was a visit-
ing group of Egyptian par-
liamentarians who flew into
Israel Monday night. They
held meetings Tuesday with
a number of Knesseters and
met separately with Peres
and Moshe Dayan.
