The offer came while the Canadian government negotiated with the Hebrew Immigrant Aid Society (HIAS) to share the medical costs of Arkady Markh, 21, whose family was allowed to leave the Soviet Union for Italy last summer. The Markhs were granted landed immigrant status but their son was excluded until they could show they could pay his medical bills.
