JERUSALEM (JTA) —
Concern over a lack of hous-
ing in newly established
settlements in the Galilee
and Arava regions was the
topic of an urgent discussion
here between Jewish
Agency Executive chair-
man Leon Dulzin, Agricul-
ture Minister Ariel Sharon
and the co-chairmen of the
agency's settlement de-
partment, Ranaan Weitz
and Matityahu Drobles.
The Jewish Agency is
concerned that lack of hous-
ing in these settlements will
endanger their stability and
dissipate funds already in-
vested in their infrastruc-
ture.
According to the agency's
settlement department,
4,000 housing units should
be constructed in the shor-
test possible time in settle-
ment areas under the agen-
cy's auspices within the
Green Line only.
Since housing is the gov-
ernment's responsibility,
Weitz proposed to discuss
with the government, fund-
ing for a minimum of 1,500
housing units in those
areas.

Detroit area activists
have issued a call for people
to go to Buffalo on Thurs-
day, to counter-
demonstrate against a rally
by the neo-Nazi National
Socialist Party of America.
Thursday is the anniver-
sary of the birthday of the
late Martin Luther King Jr.

Anti-Semitism in Europe Touches Jews
on Both Sides of the Atlantic Ocean

The October bombing of
the Rue Copernic
Synagogue in Paris and the
recent increase of anti-
Semitic incidents in France
have stirred Jewish emo-
tions on both sides of the At-
lantic.
The reaction of French
Jews to the "new wave" of
anti-Semitism sweeping
across Europe is captured in
a letter by Claude Asch of
Strasbourg to his cousin,
Nate Garfinkel, a barber in
Oak Park. In his reply, Gar-
finkel questions some of his
cousin's assumptions con-
cerning the bombing, anti-
Semitism and the plight of
French Jews.
Following are excerpts of
the correspondence between
Asch and Garfinkel. Ac-
cording to Asch:

One must bear in mind
that in Germany around
1933, the government

harassed the Jews and
the population was hos-
tile to them, or, at the best
indifferent.
"In France, at the begin-
ning of October', it is almost
certain that the bomb has
been laid by an alien, there
is no proof of any relation-
ship with one of the small
Nazi groups in France.
"The reaction has been
overwhelming, I think that
in no other country would
the public - opinion — along
with the press — have
shown such an unanimous
rejection of anti-Semitism.
From the extreme left to the
extreme right, the political
parties all followed suit.
Such a show of national
unity is very rare in the his-
tory of France.
"The reaction of some
Jewish groups has been to
attack Giscard for his fail-
ure to take action against
the Nazi groups before; and
for his pro-Arab stand.
"I think that instead,
they should have -em-
phasized the danger of a
renewal of Nazism not
only for the Jews, but for
mankind in general and
France in particular.
"There is, at the
moment, no deep-rooted
anti-Semitism in France;
and the French Jews should
keep from stating that they
are more Jewish than
French.
"The Diaspora has existed
for more than 20 centuries
and even Israel needs a
strong Diaspora.
"Here again, it would be
better, in my opinion, to
state, as Reagan did a few
months ago, that the
American-Israel alliance is
more vital to the U.S. than
to Israel itself: the latter de-
fends the west in the Middle
East and is in fact an out-
post against the Arabs who
could sooner or later
endanger the West in many
ways, at least it could be a
pawn in the diplomatic
play.
"Moreover, as Mr. Guy
de Rothschild said in an
interview, speaking of
the Jewish groups
demonstrating in the
streets: 'One can't start a

mass movement without
the masses.'
"We should also remind
our fellow countrymen of
the common origin of our
religions and of the impor-
tance of the Jewish phe-
nomenon in western civili-
zation and particularly in
every aspect of French life,
be it cultural or economic
and so on. In a word show
what unites us rather than
speak only of our links with
Israel.
"Contrary to what Israeli
leaders have recently said,
the interest of Israel lies in a
well settled and strong
Diaspora.
"Nahum Goldmann who
can't be suspected of anti-
Semitism, once said that if
Israeli governments don't
change their attitude
towards their neighbors,
the pressure of the Arab
world which, with the years
will become economically
stronger, and as its popula-
tion grows, this pressure
will become unbearable. At
the same time, if the Dias-
pora keeps backing Israel's
unyielding stance, the Jews
in the world will become no
more than a small minority
of fanatics.
"That leads us back to
the French Jews. There
are 700,000 of them, but
the large majority were
not born in France or if
they were, their parents
were not. They feel a cer-
tain malaise and their
young strength and
enthusiasm has been
captured by the Zionist
ideal. The leaders of the
French community
should, with the help of
religious leaders, build a
modern Jewish commu-
nity in France.
"My belief that anti-
Semitism is not deep-rooted
here doesn't make me forget
that it can grow from, seed.
Let us hope that the condi-
tions for the germination of
those seeds will never recur
again, let's do our utmost in
that direction."
In his reply, Garfinkel
states:
"You are almost certain
that the bomb in Rue
Copernic was set by an
alien. You know as well as I
it was an act of German,
French, Polish or English

anti-Semitism. Clandestine
anti-Semitism is an inter-
nationally contagious dis-
ease which is subsidized and
supported by certain inter-
national industrialists.
"You don't believe that
there is deep-rooted
anti-Semitism in France
and that the French Jew
should be more Jewish
than French.
"Can't a French Jew ex-
press his. own view or can't a
French person be a dis-
senter and criticize his own
government? I think that a
democratic free society can
only exist when it has dis-
senters. You are saying that
my government, - good or
bad, must be accepted
blindfolded.
"You also mention the
common origin of our reli-
gion and of the importance
of the Jewish phenomenon

in western civilization
which is based on cultural
economics. Could the so-
called western civilization
sustain and survive and be
the way it is without col-
onizing the so-called non-
western world?
"What is a Jew? Can I be a
Diasporic Jew and criticize
my government wherever I
might live? One definition
of a Jew was given by Jean
Paul Sartre. He defined a-
Jew in a very simplistic
way: a Jew is a human being
the way others are, but
more so! This makes me
proud to be a Jew.
"If Hitler's Nazism forced
me to be a Jew, so Arafat
made me a Zionist when he
stood and spoke in the UN
with a gun in his holster.
However, this will not stop
me from speaking out and
criticizing my government."

for New Novel

Reagan Urged
to Make Stand
on Israel Clear

"A Feast of Ashes" by
Sally Rosenbluth
(Atheneum) is the story of a
woman's search for love, her
roots, a home, and, above
all, herself.
The novel depicts the life
and ambitions of 31-year-
old -Sara Stone, who has
been aimlessly drifting
around Europe since her di-
vorce. The dramatic change
in her life comes in the form
of an airplane ticket to Is-
rael.
During a period of several
months in the Holy Land,
she comes to know her dying
father, Gideon, who left
home when she was three
months old; her half-sister,
Avigal; and her sister's
husband, Joshua.
The story, set during
the tense months of the
1967 Six-Day War, un-
folds in a succession of
precisely observed
scenes as Sara finds a
country, a family and a
faith.
Sally Rosenbluth teaches
English at the Israel Insti-
tute of Technology (Techn-
ion) in Haifa. A native of
Providence, R.I., she has
lived in Israel since 1964.
This is her first novel.

TEL AVIV (JTA) — Sen.
Frank Church (D-Idaho),
outgoing chairman of the
Senate Foreign Relations
Committee, urged
President-elect Ronald Re-
agan to make very clear his
position on the Middle East,
especially his support of Is-
rael, in order to blunt the
thrust of contrary views
being advanced by some of
his aides and officials of the
new Administration.
Church, who was in Israel
Friday on a private visit,
said on a radio interview
that he did not doubt the
sincerity of Reagan's pro-
Israel statements.

Egypt Bans
Israeli Reporters

UJA Drives
Collect Nearly
$300 M in 1980

CAIRO — Egypt has
banned reporters from the
Jerusalem Post "until they
convince us they are ready
to comply with our regula-
tions."
The ban followed a
Jerusalem Post story that
there was a power struggle
between Egypt's President
Anwar Sadat and Vice
President Hosni Mubarak.
Israeli Ambassador
Eliahu Ben-Elissar met
with Egyptian Minister of
State for Culture and In-
formation Mansour Hassan
for an hour this week, and
reportedly agreed "on the
right ways to handle this is-
sue."

NEW YORK (JTA) —
The United Jewish Appeal
collected $287,538,000 in
1980 for support of
humanitarian needs of the
Jewish people in Israel and
throughout the world,
Edgar Cadden, UJA na-
tional cash chairman, an-
nounced. The total repre-
sents an increase of almost
$7.5 million over 1979.
Cadden said these funds
represent allocations
transmitted to UJA for
overseas programs, from
campaigns conducted by
some 200 federated com-
munities and more than 400
non-federated communities
throughout the country.

Arkia Rerouted

TEL AVIV (JTA) — Ar-
kia, Israel's domestic air-
line that links Tel Aviv and
Jerusalem with Eilat has
been forced to re-route its
flights and employ larger
planes, as an indirect result
of the peace treaty between
Israel and Egypt.
The changes were re-
quired because the Negev
air space through which
Arkia normally flies has
been closed for two weeks
for Air Force exercises.

PHILADELPHIA (JTA)
— Asher Naim, consul gen-
eral of Israel in Philadel-
phia, has been elected
president of the Consular
Association which repre-
sents all foreign consuls —
33 nations — in the city.
The president of the Con-
sular Association is always
invited to official events as
the representative of the
consular corps.
