Rev. Franklin H. Littell,
director of the National In-
stitute on the Holocaust,
condemns terrorism and de-
fends the Begin government
in one of his recent "Lest We
Forget" newspaper col-
umns.
. "Terrorist organizations
are not 'loyal opposition,' "
according to Littel. "They
are so sure they are right
that they rend and destroy
the fabric of representative
government itself. They
neither believe nor practice
`the open face of truth.'
"In a totalitarian society,
set up by terrorist groups
that have seized power, like
the Third Reich or Soviet
Russia, there is no room for
`loyal opposition'; terrorism
has become a theory of a
rule and dissent and opposi-
tions are reduced of neces-
sity to conspiracy and in-
trigue. In a republic or con-
stitutional monarchy, how-
ever, the stance of a 'loyal
opposition' is respected —
and the persons of dissen-
ters and loyal opponents are
inviolate — while the de-
bate goes on."
Littell bases his defense
of Begin on the theory
that Israel, like the
United States, has a
representative form of
government. Littell
states:
"We may dislike Begin's
economic and military
policies intensely and be-
lieve them thoroughly
wrongheaded. We may also
perceive that if his rightw-
ing religious supporters had

their way, and got all the
laws they wanted, life for
many of us would be at least
as miserable as life under
the Protestant righwingers
of the U.S.
"But Begin's government
came to power, and sur-
vives, according to the rules
of a parliamentary form of
government. It is a legiti-
mate government, which is
more than can be said for
any of its neighbors."
