TEL AVIV (JTA) — Is-
rael has firmly denied a re-
port by the United Nations
Interim Force in Lebanon
(UNIFIL) that Israeli
soldiers had mutilated the
bodies of five Arab ter-
rorists killed in a clash last
week.
The UNIFIL report said
Israeli soldiers had burned,
booby-trapped and blown-
up the bodies Of five ..ter-
rorists they killed on Dec.
25.
"We do not mutilate
bodies," the Israeli army
spokesman said. He said
that Israel reported on Dec.
25 that the five terrorists
had been discovered by a
routine patrol just across
the Lebanese border and

rael has begun making ar-
rangements to open a consu-
late in Alexandria, Foreign
Ministry sources said.
The opening of Israel's
first diplomatic installation
in Egypt outside Cairo is re-
ciprocal with President
Anwar Sadat's proposal for
Egyptian Consulates in
Haifa and Beersheba, the
two towns he visited in Is-

French Jews Exaggerate
Anti-Semitic Acts: Writer

PARIS (JTA) — The Jews
of France were accused of
having "exaggerated" re-
cent anti-Semitic incidents
in France and of"exasperat-
ing" their non-Jewish fel-
low citizens.
The accusation appeared
in a front page article in Le
Monde written by Jean-
Marie Paupert, a noted
writer and philosopher, who
stressed that there are Jews
in his family and that he
cannot therefore be suspec-
tefof harboring anti-Semitic
sentiments.
Paupert stressed in his
article that there can be no
comparison between what
happened at the time of the
bombing of the Rue Coper-
nic synagogue iri Paris last
October and the situation
which existed in Germany

in the 1930s.
Such a comparison, he
wrote, would seem to
indicate that within
Jews, "hidden some-
where at the bottom of
your souls is a masochis-
tic streak which tries to
discern anti-Semitism in
order to be miserable and
unhappy and to shout for
justice."
The article, which ap-
peared as a "private opin-
ion" column but which was
prominently displayed on
the paper's front page, de-
nounced the Jewish Defense
Organization, a group of
young Jewish militants
which became prominent
after the synagogue bomb-
ing for striking back
against those whom they
identified as neo-Nazis.

Mexico Pits U.S. and Israel
Against Each Other for Jets

BOGATA (JTA) — Felix
Galvan, Mexico's Secretary
of Defense, said that his
government is "dealing
with various countries,"
among them Israel, "to im-
prove the organic structure"
of the Mexican armed
forces.
The specific steps, accord-
ing to Galvan, that will be
taken in 1981 include "dras-
tically" modernizing the
Mexican army, the produc-
tion of remote-controlled
guided missiles and the
purchase of either Israeli
Kfir or American F15-E
fighter jets.
In January, he will travel
to Israel "with presidential
authorization, to look at the
new planes, the Kfir," Gal-
van said. He indicated that
the acquisition of Israeli
light-armored cars would
also be discussed.

High Court Bars
Govt. Takeover
of Electric Co.

JERUSALEM (JTA) —
The Israeli Supreme Court'
issued a temporary injunc-
tion last month barring the
government from taking
over the Arab-owned East
Jerusalem Electric Co. The
injunction will be in force
pending the outcome of
legal action initiated by the
company's directors to pre-
vent the take-over.
The utility, headquar-
tered in - East Jerusalem,
provides power there and on
the West Bank. It has long
been accused of inefficiency
because of the obsolescence
of its equipment and the fact
that it continues to burn oil
at a time when Israel is
shifting to coal-burning
power plants.
