"I believe that a basic
commitment to Israel's se-
curity is held by the vast
majority of the American
people. The new Adminis-
tration has made every ef-
fort to assure the people
that this commitment will
be upheld. Recent reports
that the new Administra-
tion favors continuity of the
Camp David process and in-
tends to support the agree-
ments negotiated between
Israel and its Arab
neighbors lend weight to
these assurances, as do the
consistent char-
acterizations of the Pales-
tine Liberation Organiza-
tion as a terrorist group,
"It remains to be seen
how the new Administra-
tion will bring these prin-
ciples into action. For
example, at the present
time we are heavily de-
pendent upon the Arab
nations for oil. In my
view, we should not let
these nations dictate
either our foreign policy
or our energy policy.
Similarly, American
companieg with financial
interests in the region
should not be permitted
to take actions that con-
flict with our policies.
The security of Israel
must not be a negotiable
item.

our allies, we should be
working to gather interna- -
tional support for our views
on matters relating to the
Mideast. The United States
provides vast financial sup-
port for international
organizations, yet these
bodies have too often be-
come a forum for opposition
to U.S. policies and anti-
Israel rhetoric. I have spo-
ken out against this in the
past, and I hope that the
new Administration will
address the problem. Cer-
tainly there should be no
replay of errors such as the
U.S. vote on the West Bank
issue in the UN Security
Council.
"Finally, there is reason
to believe that the new Con-
gress which convenes in
January, will be more cau-
tiona about assistance to
foreign nations. In my view,
foreign assistance plays an
important role in U.S.
foreign policy, and should
be continued both for
humanitarian reasons and
as a means of furthering
U.S. interests. In the past,
supporters of Israel have
been largely successful in
exempting Israel from
overall cutbacks in foreign
aid. I will continue to sup-
port a broad and thoughtful
program of assistance, and
will work especially hard to
see that the U.S. commit-

for JCCenter Scholarships

The Jewish Community
Center is accepting applica-
tions from high school and
college students seeking
scholarship assistance for
study in Israel. The schol-
arships, awarded in
amounts from $100 to
$1,000, are made possible
by funds established al -td
maintained in memory of
Samuel Linden and in
honor of the Milton
Steinhardt family.
Students exhibiting lead-
ership potential, high moti-
vation and maturity, and
able to handle responsibil-
ity are eligible.
Students are asked to
submit a resume to the

Scholarship Committee of
the Jewish Community
Center, 6600 W. Maple,
West Bloomfield, 48033.
The resume/application
should include Judaic back-
ground, education and
interests, purpose for study-
ing in Israel and future
plans, reason for requesting
the scholarship (including
financial need if applicable)
and three letters of refer-
ence, preferably represent-
ing the Jewish, academic
and secular communities.
Deadline for applications
is March 16. Winners will
be selected on April 6. For
