JERUSALEM (JTA) —
The first Israel-to-Egypt
overland cargo — 20 tons of
was scheduled to
paper
pass through the Neot Sinai
transit point yesterday.
This will be the practical
inauguration of the land
transit route which was
formally opened on Mon-
day.
The exporters are the
Hadera Paper Mills. The
goods were transported
aboard three trucks to Neot
Sinai and loaded onto three
Egyptian trucks at the cros-
sing point. This back-to-
back procedure was agreed
upon by officials of the two
governments and conforms
with Egyptian regulations
forbidding foreign-licensed
commercial vehicles to
travel Egyptian roads.
A load of vegetables and
fruit, grown by Arab far-
mers in the area, was also
scheduled to make the land
crossing on Thursday.

Israel Consumer Price Index
Up 9.4 Percent in November
JERUSALEM (JTA) —
The consumer price index
rose by 9.4 percent during
November, the Central
Bureau of Statistics re-
ported. The increase raised
the average rate of inflation
for the first 11 months of
this year to 120 percent, but
the rate has been running
much higher in recent
months.
The November increase,
however, appeared less
alarming than the 11 per-
cent cost-of-living rise re-
corded in October, the sec-
ond highest monthly price
rise in Israel's history. It
means that cost-of-living
allowances of up to 1,500
shekels will be added to
salaries as of January.
Histadrut Secretary Gen-
eral Yeruham Meshel de-
manded an immediate 100
percent increase in the
allowances paid to the de-
pendent children of wage
earners.
He also said the trade
union federation would
demand additional cost-
of-living compensation,
beyond that given quar-
terly. If his demands are
met, a situation could rise
in which salaries go up
month by month.
Avraham Shavit, chair-
man of the Manufacturers
Association, declined com-
ment on the latest price
index rise. But Treasury of-
ficials seized upon it as
further proof of the urgent
need to cut government
spending.
Finance Minister Yigal
Hutwitz is expected to use
the November figures to
press harder for the adop-
tion of his $8.24 billion au-
sterity budget for fiscal
1981.
Hurwitz's budget, aimed
at halting Tun-away infla-
tion, demands drastic cuts
in government spending,
including the defense
budget, and will also reduce
public services, a politically
dangerous move in an elec-
tion year. But there would
be no further levies on tax-
payers.
The Finance Minister
warned that unless his
plans are adopted, infla-
tion, now at an annual
rate of 150 percent, the
highest in the world, will
soar to 200 percnt next
year.
Hurwitz has implied that
he would resign if the
Cabinet rejected his budget,
a move that could bring
down Premier Menahem
Begin's shaky coalition
government and lead to
early elections.

More than 10,000 people
staged a peaceful march
through the city Sunday to
protest against anti-
Semitism, fascism and ra-
cism. The march was or-
ganized by some 80 organ-
izations, including political
parties and immigrant
groups who called on Parli-
ament to take initiatives to
combat fscism.
Hurwitz met with Begin
twice last week in an effort
to secure his support, but
apparently failed. Begin re-
portedly was disturbed by
the proposed cuts in defense
spending. A number of
other Cabinet members
were said to be unhappy
with Hurwitz's budget
while others support it.
