Mordechai Shalev, re-
cently retired Israel ambas-
sador to Canada in his role
as assistant to Bar-Ilan
University President
Emanuel Rackipan, told
associates in Detroit
Friends of Bar-Ilan Univer-
sity, Dec. 4, that the ex-
tended program of provid-
ing for the cultural needs of
the Israel Sephardic com-
munity is a major aid in re-
lieving social problems in
the land.
Shalev spoke at a gather-
ing at the home of Mr. and
Mrs. Irving Laker. The
meeting served as an intro-
duction to the leadership of

Bar-Ilan U. here of Irving
Laker and Myron Milgrom
as co-chairmen of 1981
Bar-Ilan events here.
Milgrom greeted the
gathering with a welcome to
an increasing number of
Bar-Ilan associates in this
area.
Laker, welcoming the
guests, emphasized the
necessity of priority in
Jewish obligations to
strengthening educa-
tional projects.
Dr. Martin Hart, chair-
man of the Bar-Ilan schol-
arship committee, intro-
duced the guest speaker.
Shalev reported that in

"This is an inspired effort
that leads towards solving
many social problems by
elevating the cultural
standards of a previously
underprivileged segment of
our population," he said. He
pointed out that the
Sephardim approach 60
percent of the Israel popula-
tion and all efforts to assist
them is an obligation which
Bar-Ilan is proud to fulfill.
The importance of the
Bar-Ilan curriculum,
which supplements uni-
versity studies with the
thoroughly traditional
Jewish background as a
guide for students in ac-
quiring the knowledge
necessary for strong
Jewish identification,

was emphasized by
Shalev.
In his address, the retired
Israeli foreign service
career man reviewed dip-
lomatic experiences while
at the embassy in Washing-
ton. He referred to the tran-
sitional period between the
administrations of Truman
and Eisenhower, when the
friends Israel had were
limited, and he told of the
gradual strengthening of
Israel-U.S. friendships.
Among the incidents he
described was when
President Gerald Ford was
critical of Israel's response
to a negotiated agreement.
He was then the charge d'af-
faires in the Washington
embassy when he had to
transmit to the President
Israel's rejection of a prof-
ferred demand.
Like many more occur-
rences, Shalev said, it even-
tually was resolved, the
friendship between the two
nations continuing.
