THE DETROIT JEWISH NEWS Friday, December 12, 1980 5 Reagan's Transitional Team Joins in Condemnation (Continued from Page 1) going to or taking such an important trip as that of going to Moscow which was a pre-planned trip. Senator Percy did extend us that courtesy and we did discuss, but in no way was the visit coordinated to the extent that he was carrying any proposals. He is a Senator and he is entitled to his views . . . They are his and they do not represent neces- sarily those of the incoming administration." A Republican Senator, Robert Dole of Kansas, replying to questions on the BC-TV "Meet the Press" ogram, said, "I doubt it" when asked if he and other Republicans supported Per- cy's ideas on a Palestinian state. "I haven't discussed this with Senator Percy. I haven't read the cables. But I would hope he is speaking only for Senator Percy," Dole said. A number of Percy's other Senate colleagues also took him to task this week. Sen. Daniel Pat- rick Moynihan (D-N.Y.) praised the Reagan team's quick disavowal of Percy's remarks. In no cir- cumstances are we going to set up' a Palestinian state with Mr. Arafat at the head, not while I'm in the United States Se- nate." Percy's statements were also criticized on the Senate floor by Sens. Bob Packwood (R-Ore.), and Carl Levin (D-Mich.), Howard Metzen- baum ( D-Ohio) and Ted Kennedy (D-Mass.). Packwood, who like his three Democratic col- leagues is a strong suppor- ter of Israel,' warned that "any plan for a Palestinian state on the West Bank is presumptuous, arrogant and wrong. It's not the road to peace. It's the way to war."- Metzenbaum declared, "I do not believe that the Soviet Union, the PLO or anyone else can rea- sonably take the Sena- tor's remarks as anything more than they were in- tended to be — an expres- sion of a personal posi- tion that is at variance with our long established foreign policy. Anyone who doubts this nation's position need only read . the platforms of our two major political parties." Metzenbaum quoted at some length from the 1980 Republican platform. Kennedy said, "The re- cent conflict between Iraq and Iran and the increased tension between Syria and Jordan should remind us that the Palestinian prob- lem is not the central cause of turmoil and instability in the Middle East today. "Moreover, the core and crux of the Arab-Israli prob- lem lies with the failure of the Arab nations, except for Egypt, to recognize both Is- rael's existence and its need for secure, defensible and recognized borders." Leaders of major American Jewish organ- izations criticized the Percy statements and called on President-elect Modai Resigns One Portfolio Reagan to issue a denial. Statements were issued by Howard Squadron, chairman of the Conference of Presidents of major American Jewish Organ- izations; Rabbi Alexander Schindler, president of the Union of American Hebrew Congregations; Maynard Wishner, president of the American Jewish Commit- tee; Rabbi Joseph Sterns- tein, president of the American Zionist Federa- tion; and Ivan Novick, president of the Zionist Organization of America. Sen. Percy expressed dismay at the release of the cables because they were likely to be misinterpreted. Finally, I hope the report' is not true because the Camp David process is fragile and its progeny un- certain and such statements would make it more difficult to achieve a consensus solu- tion to the Palestinian prob- lem which requires a dif- ficult and delicate formula, not a formulation of state- hood with Arafat at its helm. Men often make up in wrath what they want in reason. statements," he said. He Alger nevertheless confirmed that he envisioned a Palestinian federation with Jordan that would retain a defense force "like the Japanese with no offensive capability." Percy said, "I have always insisted that there could never be a possibility of the U.S. negotiating with the Palestinians until the Palestinians recognize the sovereignty of Israel, the right of its people to live in peace with sensible bor- ders." Percy also said, "Arafat has a compelling desire to be a chief of state, no matter how small it is. Modai's relinquishment of one of the two portfolios he holds in the Begin gov- ernment came as a surprise. There was no immediate explanation for his move. But sources close to him suggested that he acted out of frustration over the Treasury's efforts to block his plan to transfer tele- phone and postal services to a government-owned com- pany, thereby removing them from bureaucratic control. Modai's departure from the Communications Minis- try may provide Prime Minister Menahem Begin with an opportunity to bol- ster his shaky coalition gov- ernment by offering the portfolio to Shlomo Eliahu, leader of the new Avha fac- tion, a spi'n-off from the de- funct Democratic Move- ment for .Change. the price we actually included !NOTICE TO BUYER.
