Israel Tennis Centers Fight Delinquency
JERUSALEM — Until
recently, the city of Jaffa,
one of Israel's poorest
towns, was a breeding
ground for juvenile delin-
quency. The youth crime
rate ran high. But now,
thanks to a program spon-
sored by the Israel Tennis
Centers Association
(ITCA), things are very
different.
The contrast between
past and present is nowhere
sharper than in the Ramat
Hatamarin section of Jaffa,
a region of poverty, vio-
lence and drug abuse. Until
July 1979, gangs of disillu-
sioned and deprived chil-
dren wandered in the,
streets with nothing to do
but get into trouble. How-
ever, when the Jaffa Israel
Tennis Center opened, the
crime rate among young
children declined dramati-

cent in some areas. The
children of Ramat Hatama-
rin had found something ex-
citing to pursue — tennis.
The change, according to
coaches and instructors, has
been remarkable. Children
with no purpose or respect
for authority are now lear-
ning court etiquette,
sportsmanship and the im-
portance of physical fitness.
Enthusiasm over the
Jaffa Israel Tennis Cen-
ter runs high. Eight
courts are open for use,
with eight more almost
completed. The local
residents are always talk-
ing about upcoming
tournaments and na-
tional league matches.
Currently, there are over
2,600 children registered
at the center, many of
whom receive tennis
'equipment that they
could not afford to buy
themselves.
The 90-minute training
sessions are attended by
each group of children and
thousands of children 'from
surrounding schools come to
visit as part of their cur-
riculum. The most promis-
ing of these talented young
athletes will find their way
to eventual training at the
National Tennis Center at
Ramat Hasharon, the first
ITCA completed site.
"Some young superstars
have already made their
mark on world tennis,
thanks to the ITCA pro-
grams in Jaffa and other
parts of the world," says
Seymour Brode, an active
ITCA member in Detroit.
One such youngster is
Gilad Bloom, 1979 winner
of the Pre-Junior Tourna-
ment in Caracas, Ven-
ezuela, the first Israeli
player to win a world title.
Bloom went on to capture
the Doubles Draw with an-
other young Israeli, Max
Osheroff, as his partner.
Other top athletes in-
clude Anthony Harris,
ranked third in the
under-16 class in Israel;
Rakefyet Benyamini, Is-
rael's leading girl player
in the 15-year-old class;
and Schachar Gat,
ranked fourth in the 10-
and-under class.
In areas ranging from
Arad in the south to Kiryat
Shmona in the north, the
recently-opened tennis cen-
ters are currently serving as
facilities for 25,000 chil-
dren. That figure is ex-
pected to rise to 50,000
after completion of four new
tennis centers in Arad,
Haifa, Ashkelon and
Jerusalem. The training
programs are specifically
geared toward 8- to 14-
year-olds, but the courts are
available to parents on
Saturday and in the eve-
nings.
Originally spearheaded
by U.S. backers, ITCA is
funded by committees in
Canada, England, Holland,
France, South America and
Israel. The supporters of
this program feel that pro-
viding the opportunity for
youngsters to play tennis is
a vital and positive step for
Israel as a whole.
According to ITCA
President Harold Landes-
berg, "We feel we teach
them more than tennis. We
give to each youngster,
many of whom come fro
depressed backgrounds,
