grounds that classical
Zionism no longer provides
solutions for the real prob-
lems of the Jewish commu-
nity of Israel or of the Dias-
pora, Prof. Ben-Shahar,
president of Tel Aviv Uni-
versity, proposes a new
Zionist strategy for Israel-
, Diaspora relations.
Prof. Ben-Shahar points
out that Zionism arose in
response to a particular
Diaspora situation, a situa-
tion which has since
changed. Jews in open
societies have generally not
chosen to make their home
in Israel, and, contrary to
Zionist dreams, the Dias-
pc:1'1.a will continue to exist;
the continued existence of
Jewish identity among sec-
ular Jews in the Diaspora is
rather less certain.
Classical Zionisrri has no
answer for this. Further-
more, it provides no solu-
tions for the problems fac-
ing Israel today. The "solu-
tions" provided by Diaspora
Jewry in the form of finan-
cial aid have paradoxically
• perpetuated some of these
problems and have created
an unhealthy one-sided de-
pendency.
The strategy Ben-
Shahar proposes, based
on analysis of these prob-
lems, calls for greater re-

ting up a world Jewish
education center to de-
velop a complete interna-
tional system of Jewish
education of a high
standard. The center also
would provide teacher
training and refresher
courses.
High priority should be
given to the foundation of
an international institute
for Israel-Diaspora affairs
to identify central prob-
lems, conduct research, and
propose policies and pro-
grams of action.

new and balanced. rela-
tionship: aliya, econom-
ics and education.
The idea of aliya as an
all-or-nothing phenomenon
should be supplemented by
the concept of partial aliya,
recognizing different de-
grees of fulfillment along
the various dimensions of
aliya (living part of the time
in Israel, full or supplemen-
tary education in Israel,
partial employment in Is-
rael, business interests in
Israel, and so forth).
In line with world trends
towards international inte-
gration, businessmen in the
Diaspora should be
encouraged to cooperate
with Israel, in research,
know-how, financing, prod-
uction and marketing.
Jewish businessmen should
become an integral part of
Israel's economic activity,
domestic and international.
The proper participation
of Jews all over the world
could help expand Israel's
business -connections and
lead to an improvement in
managerial methods, busi-
ness practices and efficiency
at all levels.
Israel and the Diaspora

An incantation bowl donated to Hebrew Univer-
sity dates from the year 600 CE and is inscribed in
Babylonian-Aramaic.

JERUSALEM — A magic
incantation bowl inscribed
in Babylonian-Aramaic
from the year 600 CE has
been added to the Hebrew
manuscript collection of the
Jewish National and Uni-
versity Library at the He-
brew University of
Jerusalem.
The Hebrew writing on
this bowl is now the most
ancient Hebrew script in
the collection. Until now,
the oldest item in the collec-
tion of Hebrew manuscripts
was the Damascus Crown, a
Bible manuscript from the
first third of the 10th Cen-
tury.
Incantation bowls served
as a kind of talisman to
ward off evil spirits. They
were common in Mesopo-
tamia and Persia around
600 CE. Incantation bowls
have been found written in
Judeo-Aramaic as used in
Mesopotamia, Syriac and
Mandaean-Aramaic (the
descendents of the Mgr'-
