gret" at Turkey's move to
reduce the level of diploma-
tic relations between the
two countries.
The Israel Foreign Minis-
try confirmed reports from
Ankara that the Turkish
military government has
decided to lower the rank of
its senior representative in
Tel Aviv from minister to
second secretary, and has
asked Israel to do the same
within three months. Tur-
key's move is a belated reac-
tion to the "Jerusalem
Law." In an earlier reaction,
announced by the previous
civilian government, Tur-
key closed its consulate in
Jerusalem.

nonchalantly low-key about
Monday's meeting — de-
spite the months of meticul-

to avoid incurring hostility
from Syria or other Arab ex-
tremist quarters.
The Lebanese, moreover,
are reporting the meeting
as a reactivation of the
long-defunct Israeli-
Lebanon Mixed Armistice
Commission (ILMAC),
rather than as a direct,
semi-political encounter be-
tween the two sides.
Israel says the ILMAC
died with the outbreak of
the 1967 war.
Israel had categorically
refused to attend the meet-
ing if it was to be billed as a
session of the ILMAC.
Israeli sources say that
Lebanon's interest in a for-
mal revival of ILMAC stems
from Beirut's belief that a
return to the UN-ILMAC-
pre-1967 regime would
somehow help it to extend
its authority up to the bor-
der. In addition, the UN's
status would be enhanced,
which Lebanon sees as a
favorable development.
In the course of the meet-
ing on Monday and the "ex-
change of views about the
present situation," the Is-
raeli side argued that it was
not Israel, nor Maj. Had-
dad's Christian militia in
south Lebanon who were re-
sponsible for the strange
and difficult situation in the
border area. The root cause
was _the internal turmoil
and weakness in Beirut it-
self, and the consequent
license afforded the various
PLO groups to, ride
roughshod over Lebanon.
