Irwin Cotter, CJC na- tional president and a McGill University constitu- tional law professor, said the 50-page CJC brief "ad- dresses itself to a clause by- clause analysis" of the char- ter of human rights. In the proposed constitution, in addition to dealing with human rights in general, the brief cites three specifi- cally Jewish concerns. The CJC committee wants suspected Nazi war criminals exempted from a clause which states, "Any- one charged with an offense has the right not to be found guilty of an act or omission that at the time of the act or omission did not constitute an offense." The CJC also wants hate propaganda to be exempted from the freedom of expres- sion clause, and guarantees that affirmative action pro- grams for disadvantaged groups do not result in re- verse discrimination. (JTA) — The leaders of three ultra-conservative groups have urged President-elect Ronald Reagan to imple- ment the pro-Israel posi- tions he took during the election campaign "through your appointments in the foreign affairs and defense fields." The Mailgram message, addressed to Reagan at his Washington, D.C., head- quarters, was signed by Jerry Falwell, president of the Moral Majority, Edward McAteer, president of the Religious Roundtable based in Arlington, and Paul Weyrich, president of the Committee for the Survival of a Free Congress. The three groups supported Reagan's election. Their message affirmed the importance of in- creased understanding and action among Bible- believing Christians and Jews for a return to moral- ity and enlightened na- tional policies in America." It observed in that context that "from our religious, moral and strategic perspective,- Israel sup- remely represents our val- ues and hopes for security and peace in the Middle East." The signatories re- minded Reagan that he has "on many occasions publicly recognized the importance of Israel to our national security." They expressed concern, however, that "unfortu- nat0y, many of those vying for . . . positions (in foreign affairs and de- fense) hold views which are incompatible with your policy perspective on Israel. "Nevertheless, we have full confidence and trust that you will exercise good judgment regarding such critical appointments," the message concluded.
