The conference was sup- posed to draw up a unified Arab strategy against Is- rael and seek Western recognition of the PLO. Other hardliners boycot- ting the talks include Libya and South Yemen. There were reports that Algeria and Lebanon would also boycott the meeting. The PLO said Yasir Arafat had tried to obtain a unified stance in ad- vance of the meeting, but failing to accomplish that the PLO felt it must abide by the Syrian decision because Syria was the PLO's protector in Leba- non.
