democratic nation like Is-
rael in the troubled region
of the Middle East," Carter
said.
Praising the Camp
David accords, Carter
declared "there is no via-
ble alternative extant to
the continuation of the
Camp David talks and we
are committed to that re-
sponse."
Begin agreed that the
Camp David agreements
would be carried on. "We
have to find ways for the
realization of the agree-
ment for the full autonomy
of the Palestinian Arabs in
Judaea, Samaria and the
Gaza district, - the premier
said. "We have made pro-
gress and in this direction
we shall continue dur ef-

to what we have achieved,
written and signed at Camp
David and carry out the
commitments of all the
three countries."
Carter noted that his spe-

Begin met privately with
Linowitz after arriving in
Washington. He was also
the guest of honor at a re-
ception given by Ambas-
sador Ephraim Evron.
Begin also addressed the
dedication of the new Israeli
Embassy.
Begin told an Israel
Bonds dinner in New
York that the Camp
David peace process
"must be continued until
it is realized." He also
re-affirmed that
Jerusalem is Israel's
"united forever and indi-
visible" capital.
The 1,500 guests at the
dinner purchased a record
$57.5 million in Israel
Bonds.
At an earlier gathering at
Hunter College ; Begin re-
peated his call made in De-
troit before the Council of
Jewish Federations for
aliya "by the thousands."
But at the same time,
Raphael Kotlowitz, head of
the Jewish Agency's Immi-
gration and Absorption De-
partment, reported that the
number of American olim to
Israel was 20 percent lower
this year than last year. The
figure of 1979 was 3,289.
On the issue of yordim —
Israelis who emigrate to
live abroad — he reported
that in 1979, 3,850 yordim
returned to Israel and so far
this year 2,524 have re-
turned. However, 12,000 Is-
raelis left the country this
year against a total aliya in
1980 of 26,000.

Army Shooting Injures Nine in Clashes

JERUSALEM — Nine
young persons were hurt by
army gunfire in two sepa-
rate shooting incidents on
the West Bank Tuesday
morning.•Three young men
and two girls were hurt in
the center of Ramallah, and
four others in Bethlehem in
clashes with Israel Defense
Force patrols.
The incidents follow the
wounding by gunfire on
Mcinday of a girl pupil at an
El-Birch high school in a
clash with IDF forces.
They represent a sudden
and dramatic worsening of
the situation on the West
Bank following a relatively
long period of sustained
quiet.
The incidents, which
all developed out of riots
and stone-throwing by
youngsters and attempts
by the security forces to
dispel them, are believed

According to an Israel
