New Israel Bond to Cover Pension Plans

NEW YORK — A new
$50 million State of Israel
Variable Rate Bond, for
employee benefit plans and
union funds only, has been
issued by the Development
Corporation for -Israel, the
corporate structure of the
State of Israel Bond Organ-
ization.
The yield on the new bond
will be the 71/2 percent
minimum rate
supplemented by half the
excess, if any, of the average

prime rate over 71/2 percent
as determined twice each
year. The minimum pur-
chase amount is $25,000.
Additional $5,000 units can
be purchased within 12
months after an initial pur-
chase of $25,000 or more.
The Variable Rate Bond
has a 12-year maturity. It is
redeemable after three
years, or earlier in the event
of the dissolution of an em-
ployee benefit plan.

Pappas has accepted the
chairmanship of the
Greater Metropolitan De-
troit State of Israel Bonds
Pension and Profit-
sharing Division, and will
lead the division's effort
to reach and inform indi-
viduals controlling eligi-
ble funds of the new is-
sue.
Pappas serves as co-
chairman of the Insurance
Division of Allied Jewish
Campaign, is on the board of
the Jewish Community
Center and is chairman of
the local endowment com-
mittee for Bar-Ilan Univer-
sity.
In addition to being a
chartered life underwriter,
he is a member of the Asso-
ciation for Advanced life
Underwriting, is on the
board of the Seven Million
Dollar Forum and is chair-
man of the executive com-
mittee of Connecticut Gen-
eral Life Insurance Co.
Pappas will be assisted by
the division's associate
chairmen Frank Elias,
Harold Elson, Herbert
Glass, Austin Kanter,
Robert Schecter and Louis

JERUSALEM (JTA) —
Israel and Venezuela re-
cently signed an agreement
for rural development. The
agreement would have
probably passed without
notice, except that it was
signed in Jerusalem — the
first such agreement to be
signed after Switzerland re-
fused to sign a bilateral
agreement in Jerusalem fol-
lowing the Knesset's proc-
lamation that Jerusalem as
an undivided city is Israel's
capital.
At the time the Swiss re-
fused to sign the agreement
despite the fact that its de-
tails were completed and
ready to be signed.
There was fear in
Jerusalem that other coun-
tries might follow suit, but
the agreement with Ven-
ezuela indicated that for the
time being there will be no
international rejection of
Jerusalem as the site of
signing documents.

Socialists May Seek Jordan
Solution to Palestinian Problem

MADRID (JTA) — The
Socialist International, a
body composed of Socialist
parties in some 60 coun-
tries, is studying the possi-
bility of an appeal to Jor-
dan's King Hussein and to
the Palestinian population
on the West Bank to join the
peace talks and sign a peace
agreement with Israel.
This step, which breaks
with previous Socialist In-
ternational, Willy Brandt of
West Germany, and the vice
president, Austrian Chan-
cellor Bruno Kreisky, met
in Madrid last week with
Shimon Peres, chairman of
Israel's opposition Labor
Party and the Egyptian
Minister of State for
Foreign Affairs Butros
Ghali.
Brandt and Kreisky ac-
cepted the proposal to study
the "Jordanian option" as a
possible lead to a com-
promise settlement in the
Middle East.
The Israel Labor Party
may go to the polls in the
1981 elections with a
foreign policy platform
calling for a solution of
the Palestinian problem
within the framework of
a single Jordanian-

Palestinian state to
which Israel would cede
portions of the West Bank
not essential to its secu-
rity.
The platform plank, com-
plete except for final
touches, was unveiled over
the weekend by Israel
Galili, the veteran Laborite
who heads the political
committee which drafted
the plank.

Labor's long-standing posi-
tion rejecting a separate
Palestinian state between
Israel and the Jordan River.
Prime Minister
Menahem Begin of Israel
said Sunday on NBC-TV's
"Meet the Press" program
that the Labor Party pro-
posal would be just as
dangerous for Israel as a
separate Palestinian state.

Foreign Aid
Bill Expected

WASHINGTON (JTA) —
The House Foreign Affairs
Committee and the Senate
Foreign Relations Commit-
tee went into conference
Tuesday to consider the
foreign aid bill for fiscal
year 1981. Under the pro-
posed legislation, Israel
would receive $785 million
in economic support funds
and $1.4 billion in foreign
military sales credits.
Egypt is recommended to
receive $750 million in sup-
port funds and $550 million
in military sales credits for
the fiscal year. In addition,
Egypt would receive $274
million under the U.S. food
program.
The only other Middle
East country slated to re-
ceive a significant amount
of aid is Jordan which would
get $100 million evenly di-
vided betweeen economic
support funds and military
sales credits. The two com-
mittees were expected to
work out a foreign aid bill
by the end of this week.
