strengthening of the Zionist
movement, particularly in
the American Jewish corn-
munity, she told the sixth
biennial convention of the
American Zionist Federa-
tion at Grossinger's.
Mrs. Jacobson said
Jewish education must be a
Zionist priority. She urged
the youth movements to in-
clude more programs for
study in Israel.
On the question of aliya,
she said there must be
reaching out to the Jewish
community to promote
aliya, and noted that the
American community pro-
duces only 3,000 olim a
year.
Calling the Middle East,
"A sea of turbulence," with
Israel and the United States
the only bastions of democ-
racy in the area, Harry
Hurwitz, minister of infor-
mation for the Israel Em-
bassy in Washington, urged
all Zionists, "to strive to see
to it that the solidarity be-
tween the two countries be
maintained."
Dr. Steven Bryen, execu-
tive director of the Jewish
Institute for National Secu-
rity Affairs, spoke of what
he called Soviet power in
the Middle East. He said the
USSR is better prepared
today to airlift men and
supplies into the area than
is the United States and
cited the build-up of mili-
tary equipment in countries
such as Libya and South
Yemen.
"The United States would
be hard-pressed today to de-
liver emergency aid to Is = .
rael," he stated. "We are not
prepared, as Russia is, to
move large numbers of men
to the area in a short time. If
this country is not militar-
ily strong, it will not have
the capability to come to Is-
rael's aid. That is why I call
on the Jewish community in
this country to involve itself
more in working to build up
America's military
strength. It is fine to back
U.S. deliveries of military
equipment to Israel, but the
United States must have
the equipment Israel needs
before it can deliver."

NEW YORK (JTA) —
Chancellor Bruno Kreisky
of Austria believes that
Ronald Reagan's election as
President "should bring no
real change in America's
role in world affairs" and
that "chances are ripe for
peace in the Middle East."
Kreisky offered his opin-
ions in response to ques-
tions at a recent meeting
with Jewish youth dele-
gates from the U.S-., Britain
and Israel, according to the
World Jewish Congress.
The young visitors were in
Vienna at the invitation of
the Jewish Welcome Serv-
ice and the Austrian Educa-
tion Ministry to acquaint
themselves with the current
conditions of the Austrian
Jewish community, espe-
cially as they relate to the
needs of its youth.

Hebrew U. Expert Counts
Less Than 10 Million Jews

TEL AVIV (JTA) — A
study made by Hebrew
University indicates that
the world Jewish popula-
tion presently stands at
under 10 million and by the
end of the century will
number no more than eight
million. According to the
study, the commonly ac-
cepted figure of more than
11 million Jews today is er-
roneous.
Prof. Roberto Becchi, who
has studied Jewish demog-
raphic changes, said the
Jewish population will con-
tinue to decline in the 21st
Century because of the de-
clining Jewish birth rate in
the Diaspora.
According to Becchi, Is-
rael is the only country
where natural growth ex-
ceeds the death rate. He
said that if Israeli families
continue to have three or
more children, they may
compensate for the lower
Jewish birth rate abroad.

Merger Off?

NEW YORK — Arab
sources say the merger of
Libya and Syria into a
single state, announced two
months ago, may have fal-
len through.
The sources said Syria
envisioned a federation of
the two countries while
Libya prefers a single state.

However, he said, there are
signs that the average birth
rate in Israel will drop
below three children per
family.
