for their assessment of the

concern that although these

focal point for anti-

"We urge President-elect

humane administration of
Jerusalem, her scrupulous
maintenance of access to all
Holy Places and their pro-
tection, her sovereignty
over united Jerusalem and
her sovereign right to

tion reads.
It also describes the Holy
City and the Jewish people
as "bound together." It is
the heart of the Jewish
people as well as of political
and strategic importance, it
says.
The resolution was ac-
companied by another

tional security adviser are
basically pro-Israel, as is
the President-elect himself.
Fisher said among those
targeted to head the State
Department are Gen: Ale-
xander Haig, "a great friend
of Israel," and George
Schultz, former Treasury
Secretary, also a friend of
Israel. The leading candi-
date for the post of Treasury
Secretary is William Simon.
"I hope Dick (Richard) Allen
will be the foreign policy
adviser," Fisher said. Allen
was an adviser to President
Nixon who left the Reagan
campaign in the last week of
the election campaign be-
cause of an article in the
Wall Street Journal which
tagged him as having been
involved in some financial
impropriety under the
Nixon Administration.
Fisher also noted that the
transition team Reagan has
picked has a number of pro-
Israel advocates. He men-
tioned former Florida Dem-
ocratic Senator Richard
Stone, Sen. Henry Jackson
(D-Wash.) and Eugene Ros-
tow. He noted that former
Secretary of State Henry
Kissinger will have "an im-
portant input" in the new
administration but he is un-
likely to be the new Secre-
tary of State.
Fisher said he spent "a
great deal of time struggl-
ing with myself" as to
whether to support
Reagan's candidacy,
since he supported
former President Ford as
the GOP's Presidential
candidate. "I had three
meetings with Reagan
before I was reassured"
that he would be "a
strong ally of Israel."
Referring to the Moral
Majority, one of the ele-
ments which supported Re-

Presidency:Fisher said RI

Fisher told the editors clear that just because the
and publishers that the task Moral Majority supported
of the Jewish community him it does not follow that
will be "to maintain our he supports them on all
presence" and to assure it their views.
Nevertheless, Fisher said
has maximum input on is-
sues of concern to us" in the that while both the GOP
administration of President and the Moral Majority are
pro-Israel, if for no other
Reagan.
Fisher stressed that the reason than they are both
most important aspect of anti-Communist, "we will
the new Administration have to watch out for the
will be the kind of foreign Moral Majority." He ex-
policy advisers Reagan pressed the view that Re-
agan wily not be a President

He noted that from all of the New Right but will
indications, Reagan's tran- move toward the middle. He
sitional team as well as his warned, however, that his-
tentative choices for the torically, the extreme right
posts of the State. Depart- is a danger to the Jewish
merit, Treasury and na- community.

Max M. Fisher, chairman
of the board of directors of
the Jewish Agency, in a
principal address at the
mid-year meeting of the
American Jewish Press
Association held Nov. 13 at
the Fred M. Butzel Building
of the Detroit Jewish Wel-
fare Federation, said he is
framing proposals for the
unification of the World
Zionist Organization and
Jewish Agency programs
for the coming years.
He told visiting press
representatives from 37
communities that such a
program would obviate un-
nessary shlihut burdens
and he emphasized that he
had confidence this would
not only solidify activities
in behalf of Israel on a
worldwide basis but would
also strengthen Zionism.
Fisher, who for two de-
cades has expressed his
ideological views that there
are no longer non-Zionists,
but only Zionists and those
like him who are the New
Zionists, gave emphasis to
the view that all Jews are
Zionists in their repudia-
tion of the prejudices intro-
duced at the United Nations
branding ZioniSm as ra-
cism.
He emphasized these
views also in an address
at a luncheon meeting
Saturday of the United
Israel Appeal, held at the
Plaza Hotel as part of the
General Assembly of the
Council of Jewish Feder-
ations.
Fisher was introduced at
the American Jewish Press
Association by Philip
Slomovitz.

president of the AJPA, who
presided, announced that

tional basis for best edito-
rials, columns and news
