In explaining the need to move from current combined North Ameri- can communal campaign of $550 million to a new level of $1 billion in the next five years, Mandel declared: "The plain fact is that we have not been raising the money we need to properly meet these basic respon- sibilities. This has pro- duced a sense of frustra- tion, as we try to find ways to cut up differently a pie that is already too small, shifting funds from one deserving recipient to another." Meanwhile, Mandel re- ported that there are sev- eral broad areas of concern with regard to Israel that CJF is dealing with cur- rently. "First, just two months ago, local federa- tions and CJF, in coopera- tion with the National Jewish C_ommunity Rela- tions Advisory Council, launched a special program on Israel public relations, designed to supplement current on-going activi- ties," Mandel said. "The ob- jective is to interpret Israel better to North Americans in light of some erosion of Israel's international posi- tion." In the area of Israel's eco- nomic development, Man- del continued, CJF has ap- pointed a committee to find a model or mechanism that will bring the business leadership of the American Jewish community more ef- fectively into Israel's eco- nomic future — "That will commit the vast business talent that exists in North America with the oppor- tunities and talent that exist in Israel." Furthermore, Mandel said, in September the CJF board of directors officially went on record "encourag- ing the Jewish Agency to move forward with its plans of self-examination. This process, to be launched next February, carries with it the hope of making the Jewish Agency even more effective in the programs it undertakes for social bet- terment in Israel. We be- lieve that in the months ahead, North American leadership has a unique opportunity to participate importantly in what may be a major re-shaping of the Jewish Agency." He noted that a major opportunity exists to find ways "to develop our re- lationship with Israel much more fully; to create a true partnership in every sense of the word" that "pools its talent and strives to im- prove the quality of life of both partners." In assessing this relation- ship, Mandel observed: With all our similarities, raelis and North Ameri- Cans live in different cul- tures, and they are used to entirely different political systems. It is essential to our future that Israel's leadership and the leader- ship of North American Jewry understand the ground rules by which each group governs itself. Today, we do not always have this understanding."
