DZF Zionist Education Day
Slated Nov. 30 at JCCenter

The Detroit Zionist Fed-
eration will present Israel
Consul General for the
Midwest Moshe Gilboa at
its 1980 Zionist Education
Day Nov. 30 at the main
Jewish Community Center.
Gilboa will speak at 1
p.m. followed by a series of
workshops on "Jerusalem in
Detroit," "Israel's Image in
the Local Press," "American
Israel Public Affairs Com-
mittee," "Promoting Israel
Locally," "Greater Detroit
Aliya Council" and "Zeev
Jabotinsky — A Centenary
Perspective."
The DZF has urged area
rabbis to observe Zionist
Shabat Nov. 29 by deliver-
ing sermons on Zionism and
Jabotinsky to their congre-
gations.
The former minister to
the Israel Mission in Iran
(1977-1979), Gilboa was
trained as a commander
in the Hagana. He fought
in the Palmach during Is-
rael's War of Liberation.
He and his wife, Ayala,
were founding members of
Kibutz Erez.
After having been nomi-
nated as spokesman and di-
rector of public relations of
the Israel Labor Party
(1957-1959), Gilboa became
the first secretary to David
Ben-Gurion when the party
split and the newly created
Rafi Party was formed.

An open letter
to Prime Minister Begin

Israeli Prime Minister Menahem Begin visited Detroit on Thursday, November 13, where he
addressed the national conference of the Council of Jewish Federations. On the occasion of his
visit and in the spirit of Kol Israel Areivim Zeti B'zeh — all Jews carry collective responsibility for
each other — the Metropolitan Detroit Committee for a New Jewish Agenda addresses the
following letter to Mr. Begin.

Gilboa joined the civil
service in 1959 and was
nominated as aide and head
of bureau of Minister Abba
Eban and later served as di-
rector of special cooperation
to developing countries in
the Ministry of Defense.
He represented Israel
at international confer-
ences. He was consul
general of Israel in At-
lanta for the southern
region of the U.S. and was
the dean of the consular
corps of Atlanta.
He was nominated as
amabassador to Zambia,
served as director of infor-
mation of the World Zionist
Organization and director
general of the Israel De-
fense Fund.

Dear Mr. Begin:

We are gratified that your visit to our city gives us the chance
to share with you our deep-felt concerns about the present impasse
in the Israeli-Arab peace process.

As American Jews, we share a deep concern for the security of
Israel and the welfare of its people.

But recently, we have become increasingly concerned with the
policies of your administration on the issues of peace and security.
We are now convinced that Israel's best interest can no longer be
served by our uncritical support for your current policies.

For more than three decades, the people of Israel have strug-
gled for freedom and national independence. It is becoming in-
creasingly clear that the aspirations of Israel's Palestinian
neighbors for these same rights are one of the crucial elements in
the peace equation.

And yet, it is also clear that your administration's refusal to
acknowledge the reality of these aspirations has become a major
obstacle to peace.

We fear that if your administration continues on its present
course, the hope for peace kindled when Egyptian President
Anwar Sadat made his historic trip to Jerusalem will be extin-
guished. We fear that the Jewish state will find itself further
isolated in the world community.

In the long run, Israeli security depends not on the force of
arms but on the resolution of conflict. The Jewish state cannot hope
to survive forever as an island fortress in a hostile Arab sea.

In the name of peace and the security of the Jewish state, we
urge you to take the following steps:

1) Halt the building of new settlements in the occupied ter-
ritories; Freeze all unilateral changes in the status of
Jerusalem.

Israel Official
to Address Hillel

The Hillel Foundation at
the University of Michigan
will hear Moshe Gilboa,
consul general of Israel to
the Midwest, 4 p.m. Monday
in the Anderson Room of the
Michigan Union.
He will speak on "Israel
and the Middle East: New
Realities." His talk is spon-
sored by Hillel and the
Union of Students for Israel.
He also will address special
meetings of Jewish student
leaders on campus and a
Jewish faculty group.

It may be emphasized that negotiations and recognition have
to be a two-way street. Palestinian leaders must be prepared to
recognize the right of Israel to security, independence and territo-
rial integrity, just as Israeli leaders must acknowledge the rights
of the Palestinian people.

We can appreciate how painful it will be for you, Mr. begin, to
contemplate sitting down at the bargaining table with the leaders
of the Palestinian people.

But only through such talks can Israel hope to break the cycle
of bloodshed and build a lasting peace for its children and
grandchildren. And only through such talks can the risk of
world-wide conflagration be defused — a nuclear holocaust which
threatens not only Israel's survival but the survival of all of us.
