According to diplomatic sources, the European ef- forts to widen the basis for Middle East peace talks might collapse because of lack of American pressure on Israel. Originally, the EEC nations took into ac- count a major anti-Israeli shift in American policy under a re-elected Carter Administration, and thought this would eventu- ally coincide with the up- coming EEC declaration. Other elements men- tioned by the same sources are the war between Iraq and Iran, which has shifted European thinking, and the new rivalaries in the Arab world which make practi- cally impossible a renewal of the Euro-Arab dialogue. Originally Bonn initiated a major conference of Euro- pean and Arab foreign ministers, excluding Egypt. It also wanted the Euro- Arab dialogue to take up political questions rather than economic cooperation, a move intended as an addi- tional effort to woo Arab ex- tremists. "Die Welt" cited Israeli sources as having said that the new develop- ments might help create a favorable atmosphere before the German visit of Foreign Minister Yit- zhak Shamir next week. Shamir will meet President Karl Carstens, Chancellor Helmut Schmidt and his West German counterpart Hans DietrEth Genscher on Monday and Tuesday. Premier Menahem Begin of Israel said meanwhile that he does not believe in President-elect Ronald Reagan's assessment that a West Bank solution can be found through cooperation with Jordan. Begin made the statement in an inter- view with political car- toonist Ranan Lurie just after the U.S. election re- turns in the U.S. became known. Begin fully agrees with Reagan that Israel is the most reliable ally of the West in the Middle East. But he wished to add to it that Israel is also the most stable ally since it is a democracy and "is not a country where one bullet can change the whole situa- tion." Begin is also pleased that the Vice President- elect, George Bush, called the Palestine Liberation Organization an interna- tional Ku Klux Klan." On the Jerusalem issue, Begin observed that he can- not accept Reagan's thoughts of "Vaticaniza- tion" of Jerusalem. "If I meet the President-elect," Begin said, "I hope to be able to explain to him those facts." The premier thinks "it is a good idea" that American and Israeli troops train together in Israel. He further wel- comed Reagan's notion that such training will "show the U.S. presence in the Middle East." In this connection the pre- mier added that he thinks there are secret clauses in the new Soviet-Syrian pact. - WASHINGTON (JTA) — President-elect Ronald Re- agan indicated at a Los Angeles press conference that he felt it would be im- proper for him to meet with Israeli Premier Menahem Begin during the latter's 10-day visit to the U.S. Several times during his press conference — his first since he was elected — Re- agan pointed out that Car- ter continues to be the na- tion's chief executive and that he himself would not want to do anything that would give the impression of intervening in President- ial affairs until his inaugu- ration next January. Orthodox Rabbis Meet in Toronto Begin stated in the inter- view that one "cannot sepa- rate anti-Israelism and anti-Zionism from anti- Semitism." However, he did not accuse any European government in connection with the recent anti-Semitic acts in Europe. Asked about the pressures suffered by Europe due to the depen- dence on Arab oil, Begin said, "Europe should re- member what happened to the Jewish people." The Israeli premier said he was disgusted with the interference of former Jewish Defense Minister Ezer Weizman in the American elections, when he joined President Carter's plane and openly supported him.
