The Myth of Oil Deregulation in America
When it was originally
published in 1852, "Basil,"
by Wilkie Collins, was
widely attacked by some
contemporary critics as
immoral and widely
praised by others for its nar-
rative power. Collins' book
is now available in a re-
printed edition from Dover
Publications.
In "Basil," Collins inti-
mates the story of an upper
class young man's infatua-
tion for a shopkeeper's
daughter with a rare feeling
"' suspense and a touch of
Iliant melodrama. The
000k's strict attention to its
Victorian setting provides a
believable backdrop for the
string of shocks, violence
and retribution resulting
. from Basil's descent into the
middle class.
"Basil" was Collins' sec-
ond novel. It was with this
work that the author aban-
doned the historical ro-
mance, a style which he
copied from Dickens, and
came into his own as a
novelist.

WASHINGTON — Even
with a reduction in overall
oil imports this year, the
U.S. is not less dependent on
oil from the Middle East. In
fact, this dependence has
grown.
It is no coincidence that
the shortages of oil experi-
enced in the United States
in 1979 were due to actions
on the part of the major in-
ternational oil companies
and that the resulting price
increases were established
by both the companies and
OPEC. Thus, it is the height
of hutzpa for these major oil
companies to point to OPEC
as the source of the nation's
oil problem when these
companies work hand-in-
glove with their OPEC col-
leagues to boost prices to as-
tronomical blackmail levels
and then cite "increases in
the world price of oil" and
dependence on OPEC as
reasons for deregulating
the domestic price of oil.
What a marvelous way to
achieve windfall profits
both at home and abroad.
In other words, we
have Exxon Co., U.S.A.
saying, "If you don't pay
me the OPEC price for
oil, then you'll have to
pay it to my affiliate,
Exxon International."
How this creates energy
independence for
America or protects the
security of Israel is, to say
the least, not readily ap-„
parent.
Like Joseph Goebbels, oil
company propagandists use
the "Big Lie" to make the
policy of oil decontrol sound
like the perfect solution to
America's oil import depen-
dence.
In reality, decontrol of
U.S. energy prices shifts
control from the Federal
government to a handful of

their OPEC partners. To-
gether these two groups
have sustained a menacing
cartel that has increased oil
prices 1000 percent in eight
years.
Thus, because there is no
competitive market, decon-
trol cannot produce a com-
petitive price. The simple
fact is that there are going
to be government controlled
prices for American oil: the
only question is, which gov-
ernment will set the price —
ours or those of OPEC?
If, as a result of decon-
trol, OPEC is to set the
price in tandem with the
companies, how will this
further intrusion into the
U.S. economy make
American stronger and
America's defense of Is-
rael greater?
What is needed is an
energy policy which not
only reduces reliance on in-
secure foreign sources of oil,
but Also strengthens the
economy.
Such a policy must be
aimed at breaking the ties
that bind the major interna-
tional oil companies to
OPEC. It must be aimed at
increasing competition in
the marketplace. It must be
aimed at reducing the sub-

Norman Cousins, the editor
of Saturday Review, warned
Americans of what he called
the "strident, intolerant,
frightening voice of the
Moral Majority which
poisons the airways with
preachments of bigotry and
religio-political power."
Addressing the annual
Covenant of Peace Awards
dinner of the Synagogue
Council of America, and
himself a recipient of that
award at the dinner, last
week, Cousins, author of
"Anatomy of an Illness,"
told the 400 people in
attendance:
"The attempt to use reli-
gion as a meari.s for instruct-
ing people in political mat-
ters is no less dangerous
than the attempt of politi-
cians to instruct people in
what they may or may not
believe.
"The paradox of the
Moral Majority is that it is
becoming an immoral
majority. We need a
strengthening of forces
