Carter's comments were made in response to an arti- cle scheduled to appear in the New Republic that claims he met with Habash and also Yasir Arafat, head . of the Palestine Liberation Organization. The President's brother denies ever meeting Arafat. Carter said he met Habash in 1979 while attending a 10th anniver- sary celebration of the gov- ernment of Muammar Qad- dafi. He said the meeting was purely social. The article, written by Arnaud de Borchgrave, a former Newsweek writer, and Michael Ledeen, execu- tive editor of the Washing- ton Quarterly, also claims Carter received $50,000 from Libya that he did not disclose to the Justice , De- partment when he regis- tered as a foreign agent for Libya in July.
