The inaugural festivities included a ribbon-cutting ceremony presided over by Walter Citron, president of the community, the instal- lation of Rabbi Jonathan Maltzman as spiritual leader and a dinner-dance attended by the entire community and Japanese notables. It received exten- sive coverage in the Japanese press. The center occupies a three-story complex which contains the synagogue, a religious school for children 4-13, the largest Judaica collection in the Far East and social and athletic facilities. It was financed by the sale of land purchased by the Jewish community 29 years ago. It occupies the portion of that land which was retained. The synagogue is the second Jewish house of worship in Japan — a small synagogue exists in Kobe — and due to the heterogeneous nature of the Jewish community, it will be neither Reform, Conservative nor Or- thodox. Maltzman is a graduate of the Jewish Theological Seminary of America, the rabbinical training school of Con- servative Judaism in the U.S. About half the members of the community are American citizens, one- third are Israelis and the rest represent other nationalities. Most of them are businessmen engaged in foreign trade, banking, fi- nance, transportation and insurance. There are also doctors, journalists, graduate students and musicians. Showing Two-Year Decline JERUSALEM (JTA) — There is a definite and downward trend in Jewish tourism figures from the United States to Israel over the past two years, a senior Israeli official revealed last week. Amnon Altman, head of Israel's Tourism Authority, put part of the blame on American Jewish organiza- tions which, he said, were "not stressing Israel as a tourism destination" for their members. Nor were the major Jewish organizations hold- ing a sufficient or satisfac- tory number of their as- semblies and conferences in Israel, Altman asserted. He said there were some excep- tions, but overall he could say that these organizations seemed not to attach enough "consciousness" to the need to encourage American Jews to visit Is- rael. In addition, Altman said, Jewish tourism from the U.S. to Israel suffered from the general JERUSALEM (JTA) — Premier Menahem Begin said this week that when he meets with President Car- ter in Washington next Thursday the stalled West Bank-Gaza autonomy talks will be on the agenda. "Au- tonomy will certainly be one of the topics but the meeting will cover all developments in the area," Begin told re- porters. The U.S. has sent a dip- lomatic team to Israel and Egypt this week with a re- vised interim proposal for Palestinian autonomy. The delegation is headed by James Leonard, deputy to Special Ambassador Sol Linowitz. A number of Jewish indi- viduals have already been involved in these efforts and Max Rittenbaum, president of the Atlanta Jewish Fed- eration, has called for a community-wide commit- ment. "Our compassion and sympathy go out to the families of these children and we are determined to help get to the bottom of this tragedy," Rittenbaum said. The federation's Commu- nity Relations Committee has contacted youth groups of Atlanta's synagogues and temples and various other Jewish youth organiza- tions. Israel's political image problems were di- rectly linked to the tourism statistics, he said. A third important factor was economic, Altman ob- served. American tourism to Europe (general tourism) was down because of gen- eral economic reasons — and Jewish tourism to Is- rael was bound to be af- fected in the same way. The statistics show that Jewish tourism accounts for 55 percent of the total vol- ume of American tourism to Israel. But the rate of de- cline these past two years has been marked and steady, Altman said. Israel for its part would instruct its tourism officials in the U.S. to redouble their efforts to "sell" Israel pack- ages, he said.
