"If we desire respect for
the law, we must first make
the law respectable." The
great Supreme Court Jus-
tice Louis Brandeis spoke
these insightful words
about 70 years ago. They
came back to me as I pon-
dered with many of you the
tragedy of the current con-
flict of Iraq and Iran and the
role of the United Nations.
Here a major Arab nation
launches an apparently un-
provoked attack on a fellow
Muslim nation, threatening
in the process to destroy 40
percent of the world's oil
supply on which the
economies of the entire
industrialized world de-
pends. That was a clear act
of aggression which
threatens the peace and se-
curity not only of the Middle
East but of the interna-
tional order.
The Iraqi attack violates
the fundamental principles
and resolutions of the
United Nations. Yet look at
the muted response of the
UN. Yes, a resolution was
adopted calling for a cease-
fire — it was restrained,
even gentle — not a word of
threat or sanctions.
Can you imagine what
polemical upheaval and
outrage and UN would
have been seized with
had Israel, not Iraq, fired
a single shot at Iran?

Tekoah's Plans

JERUSALEM (ZINS) =-
Israeli political analysts be-
lieve Israel's former UN
ambassador, Yosef Tekoah,
has become involved with
the Soviet immigrants to Is-
rael to further his political
ambitions. Tekoah was
elected chairman at a recent
convention of Russian im-
migrants.
They say that Tekoah is
seeking a high position on
Labor's Knesset list during
the next election or he will
vie for the chairmanship of
the Jewish Agency — World
Zionist Organization execu-
tives.
Also mentioned for the
latter post are Chaim Her-
zog, Simha Dinitz, Mordecai
Gur, Yitzhak Ben-Ahron,
Akiva Levinsky and Moshe
Rivlin.

every principle the UN
supposedly stands for,
Syria — that other great
law-abiding nation —
had the audacity to call
for the expulsion of Israel
from the United Nations.
The American Constitu-
tion's greatness is distin-
guished by its insistence on
equal protection of the laws,
and the Bible — cherished
by Muslims as by Jews and
Christians — demands "one
set of laws for the native and
the stranger." As Justice
Brandeis implied, if the UN
desires respect for interna-
tional law, it had better
make that law respectable
— by applying it equally to
everyone — including Arab
states. -

Judge Is Honored

NEW YORK — Marvin
E. Frankel, former U.S. Dis-
trict Court judge, received
the Justice Award of the
American Jewish Congress
at a dinner last week at the
New York Hilton. Judge
Frankel was cited for "dis-
tinguished contributions to
American jurisprudence
and a lifetime of dedication
to human rights and the
creative survival of the
Jewish people."
