Justice Department Orders Trifa Deportation Hearing on Nov. 18

WASHINGTON (JTA) —
The Department of Justice
moved Tuesday to deport to
Romania the alleged Nazi
war criminal Valerian Trifa
and a hearing was set for
Nov. 18 before a U.S. immi-
gration judge in Detroit.
Trifa, bishop of the
Romanian Orthodox
Church, had voluntarily

surrendered his certificate
of naturalization on Aug. 25
shortly before the scheduled
trial of the department's
suit to revoke his citizen-
ship on grounds he had il-
legally entered the United
States by concealing par-
ticipation in the'persecution
of Jews in Romania in
World War II.

A press statement issued
by the department said that
its charges against Trifa in-
cluded allegations he had
encouraged and partici-
pated in the persecution of
Jews and Christians in
Bucharest in January
1941.

1975 when denaturaliza-
tion proceedings were insti-
tuted. Last September, fol-

Mohammed Milhim of
Halhoul pending a final de-
cision on their appeal.
Premier Menahem Begin,
as Defense Minister, and
Maj. Gen. Binyamin Ben-
Eliezer, commander of the
West Bank, informed the
court that they would abide
by the order issued by Jus-
tice Miriam Ben Porat.
The injunction does not
affect the deportation order
which is being appealed, but
enjoins the army from tak-
ing unilateral steps against
the two mayors before the
judicial process is corn"-
pleted. The court

secretariat will schedule a
session to deal with the ap-
peal.
Ben Porat said she is-
sued the interim injunc-
tion in the interests of
"public order" and to
avoid "unnecessary anx-
iety by the mayors."
Kawasme and Milhim,
who were expelled from
Israel-held territory last
May on grounds that they
had incited a terrorist
act, were permitted to re-
turn a week ago to file an
appeal with the military
government's review
board.
The latter decided last
week that there Were insuf-
ficient grounds to lift the
deportation order. Mean-
while, the mayors remain in
custody near the Allenby

The Pentagon and the
State Department both said
in the past months that the
additional equipment
would not be a menace to
Israel and stressed that al-
tered circumstances in the
Middle East required that
Saudi Arabia be allowed the
additional equipment.
Carter was also, quoted
over the weekend as
making a pledge on the
U.S. stand in the United
Nations.
"Whenever in the future
the United Nations is mis-
used or abused on Israeli-
Arab-issues with malicious,
unfair and one-sided resolu-
tions we will oppose them
and in the Security Council
we will veto them," he said.
"I want to make it clear
again that we will not per-
mit any isolation of Isarel in
other United Nations
organizations nor will we
allow the UN to be used as a
propaganda organ for the
Palestine Liberation
Organization."
Meanwhile, in Belgrade,
the 21st general conference
of UNESCO adopted a reso-
lution to assist the PLO and
other "liberation move-
ments" in improving their
propuganda capability. The
U.S. representative,
William Harley, backed by
the British and West Ger-
many, warned that this
resolution and other budget
resolutions pushed through
by the Soviet and Third
World bloc countries, would
cause "widespread political
problems - and "move UN-
ESCO in a most unhelpful
direction."
PLO chief Yasir Arafat
addressed the conference on
a resolution denouncing Is-
rael.

Elias Freij, Palestinian
mayor of Bethlehem, has
suffered a heart attack, but
is out of danger, his family
reported.
Freij appealed to Begin on
behalf of Kawasme and
Milhim, and-in doing so,
broke a long-standing Arab
policy against talking with
the Israeli leader. Freij is
considered a moderate.

Carter Won't Give Saudis
Equipment to Enhance F-15

WASHINGTON (JTA) —
President Carter has de-
cided that his Administra-
tion will not provide equip-
ment to enhance the range
and combat capability of the
60 American F-15 fighters
proi;rided to Saudi Arabia.
The President made
known his decision in a
radio interview with RKO
General Broadcasting ...last
week. The transcript was
made available on the
Presidential press plane.
Political observers here
pointed out that the deci-
sion, which has been de-
layed since last spring, was
an apparent policy change
aimed at reassuring Jewish
voters in the last few days
before the Presidential elec-
tion.
Carter said in the
interview, "There will be
absolutely no change in
the assurance given to
the Congress in 1978 by
(Defense) Secretary
(Harold) Brown, acting
under my instructions,
on the sale of F-15s to the
_ Saudi Arabians. In ac-
ordance with those as-
urances, we will not
agree to provide offen-
sive capabilities for the
planes that might be used
against Israel."
Brown told Congress two
years ago in seeking to ob-
tain Congressional ap-
proval for the sale of the 60
planes that the planes
would not be improved to
the point where they could
menace Israel.
Friends of Israel pointed
out that the planes could be
used even without the addi-
tional bomb racks and re-
' fueling equipment against
Israel and that the addi-
tional equipment would en-
able them to fly long-range
missions against Israel ,and
