TEL AVIV (JTA) — The
Non-Government Organ-
ization of Europe (NGO), a
sports contingent from 11
countries plus Israel's
Sports Federation leaders,
is holding a six-day confer-
ence here marking the first
time ever that a governing
European sports body con-
vened in Israel. The event is
epochal in that Israel sports
bodies now are given recog-
nition as full-fledged
entities in the European
Zone.
Representatives are pre-
sent from Sweden, Norway,
Finland, Denmark, Swit-
zerland, Italy, England,
Belgium, Holland, Ger-
many and. Austria. Hol-
land's W. Van Ulseir;
president of the NGO,
opened the proceedings fol-
lowed by a welcome by
Shmuel Lalkin, head of Is-
rael's Sports Federation.
The highlight of the open-
ing session was an address
by Dr. Uriel Simri, director
of the Wingate Institute for
Physical Education and
Sports. Touching on the
vulnerability of govern-
ment bodies in interfering
with international competi-
tions, Simri stated:
"We
have known
boycotts of the Olympic
Games in the past, but
even the African boycott
of 1976 was far less severe
than the boycott (against
the Games in Moscow last
summer) instigated by
President Carter and one
may rightly claim that the
tendency to boycott the
Olympic Games, for polit-
ical reasons, has grown
with the years.
"The fact that organizers
of international sports
the
events, including
Olympic Games, have
boycotted participants who
had the legal right to par-
ticipate has also definitely
contributed towards the use
of the boycott as a weapoin
in the sports arena."

Fiance Minister Yigal
Hurwitz submitted a 90 bil-
lion shekel (about $15 bil-
lion) revised budget to the
Knesset last week.
At the same time, he_cre-
dited his fiscal policies with
holding down inflation and
substantially improving Is-
rael's balance of payments
situation.
He acknowledged that
heavy defense expenditures
and the general recession
pose serious economic prob-
lems.
A no-confidence motion
on Hurwitz's economic pol-
icy was handily defeated in
the Knesset by a vote of
59-42, after which the
Knesset approved the
amended budget.
Hurwitz said the 1980-
1981 budget had to be re-
vised at midpoint be-
cause at the start of the
fiscal year the Treasury
did not know if it would
succeed in containing the
inflation rate and
whether wage settle-
ments would be reason-
able.
He said that when he took
office a year ago, the infla-
tion rate was expected to
reach 170 percent but the
steps he took put a brake on
the spiral which has
stabilized at 125 percent.
The brightest part of the
economic picture, he said,
was the decline in Israel's
balance of payments deficit
by $1 billion more than had
been forecast at the begin-
ning of the year. At the
same time, however, Israel

Assisting Iran

Official Israeli spokesmen
have flatly denied an
American newspaper report
that Israel is assisting Iran
by sending war supplies for
the struggle against Iraq.
Newsweek magazine
claimed this week that Is-
rael was selling ammuni-
tion to Iran.
Spokesmen for the
Foreign Ministry and the
Defense Ministry denied
the reports as entirely with-
out foundation.

Hurwitz claimed that real
wages have been preserved
in all sectors and workers
have been compensated for
price increases. The prob-
lem now is to restrain
spending as much as possi-
ble, he said, noting that the
deficit remains high and
revenue has been -reduced
because of the recession.
He mentioned the prob-
lems of covering the budgets
of Kupat Holim, the Histad-
rut sick-fund, local
municipalities, universities
and other institutions
which have legitimate de-
mands.
