Recently, the government began cracking down by stopping vehicles on the highway and inspecting them for safety violations. One truck was found with- out brakes. The driver said he knew he had no brakes, but he delivers eggs and was afraid that a sudden stop would crack them. Gold Circle Tells of Social Climbers, Wives A surprising look at couples in the desperate world of the nouveau riche provides the backdrop for "The Solid Gold Circle" (Crown), a novel by Sheila Schwartz. The novel's heroine, Ellen Graetz, is a young woman who marries for "protec- tion" and is then thrust into the world of social climbing that forces her to remold both her body and her life. Finding her place in the high-fashion world is not an easy task for the former "Plain-Jane' from the Borough Park section of Brooklyn. But when Ellen looks in the mirror, she likes what she sees until, one night, her husband comes home with shocking news and she is forced to change her entire life once more. Sheila Schwartz's two pervious efforts were highly praised juvenile books. Her last novel, "Like Mother, Like Me," was adapted for television and aired re- cently on CBS. EEC Cancels Plan for Israeli Office JERUSALEM (JTA) — A news agency report from Brussels that the European Economic Community (EEC) does not plan to open an office in Israel caused embarrassment and con- sternation in Israeli official quarters. An explicit agreement was reached between Israel and the EEC Commission last summer to the effect that such an office would be opened. The Israel Foreign Ministry and the Israel em- bassy in Brussels said they had received no official word of a reconsideration. The Brussels report fol- lowed an announcement by Israeli Cabinet Secretary Arye Naor that the EEC would have an office in Tel Aviv and a "branch office" in Jerusalem. Naor said the EEC had agreed to Israel's request that it be repre- sented in Jerusalem al- though it refused to have its main office in the city. Naor made it clear that he spoke on the basis of Foreign Minister Yitzhak Shamir's report to the Cabinet. EEC ambassadors in Tel Aviv said they knew of no such agreement on the part of the EEC to have a branch office in Jerusalem. Israeli sources explained privately that an under- standing to that effect had been reached but not signed, with senior EEC of- ficials. They acknowledged that thiS was before the Jerusalem Law was passed by the Knesset and the sub- sequent exodus of all teh foreign embassies stationed in Jerusalem. Diplomatic observers felt that the Brussels report, which quoted an EEC spokesman, reflected the European community's pique at the Israeli an- nouncement of the under- standing.
