Linowitz Sees Progress
in Autonomy Talks to Date

LOS ANGELES (JTA) —
Declaring that we have
made a hell of a lot of pro-
gress" in the West Bank-
Gaza Strip autonomy talks
to date, U.S. Special Am-
bassador Sol Linowitz said
that the Israeli and Egyp-
tian negotiators have
agreed on 80 percent of the
powers to be vested where
we have to find a basis for
agreement," he told a press
conference.
Linowitz also said that in
the event Republican
Presidential candidate
Ronald Reagan won the
election on Nov. 4, the au-
tonomy talks would con-
tinue although not without
some unavoidable delay. "It
is hard to believe he (Re-
agan) would want to do any-
thing to stop these talks
from going forward,"
Linowitz said.
With respect to the proj-
ected summit meeting be-
tween President Anwar
Sadat, Premier Menahem
Begin and President Carter,
the American envoy said "if
President Carter is re-
elected I think he will try to
have a summit meeting as
soon as he is assured it will
be productive. This might
still be before the end of this
year, but my guess is it
might spill over into
January.

elected,-- I would assume

JERUSALEM (JTA) —
Leaders of major interna-
tional Jewish agencies
attended the inauguration
of a new Israeli settlement,
Adi, in the western Galilee.
Among them were Leon
Dulzin, chairman of the
World Zionist Organization
Executive, the chairman of
the Jewish National Fund
and senior officials of the
Jewish Agency.
The new settlement is
comprised of seven
families living in prefab-
ricated houses, a small
shop, a social club and an
office.
Aside from Adi, there are
29 new settlements in the
Galilee. All were estab-
lished within the last 1 1/2
years with a declared pur-
pose of stopping the rapid
process of Arab villagers
taking control over vast
areas in the Galilee.

Asked to define the
ha rdcore issues still out-
standing, Linowitz said
they concerned Israel's se-
curity interests, the equita-
ble sharing of water re-
sources, the use of public
lands, including future set-
tlements in the territories,
the nature of the powers to
be exercised by the auton-
omous authority and
whether the Arabs of East
Jerusalem should be
allowed to participate in the
election of the autonomous
authority.

PARIS (JTA) — Israel
has denied that its
airplanes or pilots had at-
tacked the Iraqi nuclear
reactor in Tamur or "had
anything to do" with such
an air raid. The Israel Em-
bassy in Paris issued a
communique condemning
any speculation on the sub-
ject.
The Israeli communique
was issued after a French
paper, Le Matin, reported
last week that France is
convinced the attack was
carried out by Israeli Phan-
torn jets.
