THE DETROIT JEWISH NEWS High Court Decision Could Aid Yeshivot NEW YORK — The re- fusal of the U.S. Supreme Court earlier this month to decide a major case on fed- eral funds benefitting non- public schools is an exam- ple of the court's impatience with the continued petty harassment of the Ameri- can Jewish Congress and other groups fighting gov- ernment aid to yeshivot," according to Rabbi Menahem Lubinsky, direc- tor of government and pub- lic affairs of Agudath Israel of America. Lubinsky hailed the deci- sion as "an important vic- tory fo; yeshivot" since in declining to decide the case, the court let stand a Federal District Court ruling that the Elementary and Secon- dary Act (ESEA) Title I pro- gram "did not have the pri- mary effect of advancing or inhibiting religion." The Title I program pro- vides a variety of remedial education programs, includ- ing English as a second lan- guage, to educationally deprived children in low in- come areas. A number of New York yeshivot partici- pate in the program through their local districts. Pollution Hurts Sea of Galilee TIBERIAS — The head of the Israeli national water company's Lakeside Re- search Station says the Sea of Galilee will become a cesspool in 20 years if kibut- zim north of the lake do not halt dumping fertilizer residue and raw sewage in to the Jordan River which feeds into the lake. Yoel Gaifman charges that a national plan to clean up the Sea of Galilee has been blocked by kibutz ag- ricultural interests in the Israeli Agriculture Minis- try. The kibutzim refuse to pay 10 percent of the cleanup costs as provided in the national plan. The Sea of Galilee pro- vides Israel with approx- imately one-third of her drinking water.
