WASHINGTON (JTA) — Discussions on approaches to resume the West Bank- Gaza Strip autonomy talks were re-opened Tuesday by the Egyptian, American and Israeli negotiators as Israeli sources expressed satisfaction that the United States has now reacted "pos- itively" toward the position Let me give you all the details on homeowners insurance —the State Farm way. In two private and sepa- rate meetings at a downtown Washington hotel, special U.S. Ambas- sador Sol Linowitz met first with Egyptian Foreign Minister Kemal Hassan Ali and then with Israeli Inter- ior Minister Yosef Burg. The three then went to Blair House, the Presidential guest quarters opposite the White House, for three-way conversations. the said Sources Linowitz- Ali-Burg dis- cussions will concentrate on "resumption" of the au- tonomy talks. These sources ex- pressed surprise at the "surprise" asserted in a widely-distributed re- port to U.S. officials that "on the eve of the formal resumption of negotia- tions on Palestinian self- rule Israel has made a concession to reduce its differences with Egypt." According to this report, "American intermediaries" had reported that "the Is- raelis accepted an Ameri- can contention that Pales- tinians in the area should have a voice in the area in determining land policy for the occupied West Bank and Gaza Strip, including whether more Jewish set- tlements will be built there." This appraisal re- ferred to the Israeli paper presented to the State De- partment two days ago. When the JTA brought up this information to Israeli sources for confirmation, their reaction was "we are very happy our position paper has been received here positively." However, the sources added, "whoever thinks there was a change in Is- rael's position which was flexible and forthcoming is incorrect. It has been Is- rael's position since last January when it was pre- sented as a model to Egypt and reaffirmed in the Israeli paper. This paper reflects in a nutshell the main points of our position on the au- tonomy plan." "We are wondering why there is surprise about this now," sources said. "This Israeli posi- tion pointed out to the American side two days ago was in full con- formity of Israel's posi- tion that it has had for months." "We always suggested in our model for autonomy that the powers of responsi- bility now maintained by military government should become three-fold. Eighty -percent of these powers would be vested in the newly-elected auton- omous body; some powers would be shared by the au- tonomous body and Israel; other powers, namely secu- rity, would be retained by Israel. The shared powers would be on matters such as water and land. None of this is new." The sessions recessed until Nov. 17 in preparation for the planned summit meetings. Anderson Raps Rightist Groups in NY Dialogue NEW YORK (JTA) — In- dependent Presidential candidate John Anderson lashed out Sunday night at rightwing Christian fun- damentalists and others who want their religious views imposed on the coun- try. The United States from its founding has been based on a "recognition of a Sup- reme Being," he told an overflow crowd at Congre- gation Bnai Jeshurun in Manhattan. But, "I find this vastly different" from the demands by groups like Moral Majority which say the "Scriptures must be the source of government." Anderson was responding to questions from Dr. William Berkowitz, rabbi of the congregation, in a spe- cial session of the synagogue's annual Dialogue series, now in its 30th year. Berkowitz said he hoped President Carter, the Democratic candidate, and Republican standard bearer Ronald Reagan, will also accept his invitation to appear. The Independent candi- date, who is also a Republi- can Congressman from Il- linois, said clergymen had a right to take political stands but religious groups should not support candidates. He said it was especially "dangerous in a pluralistic society" to take positions and label them as "Chris- tian" and your opponents as "non-Christian." Paul II to the effect that the creation of the state of Israel was directly re- sponsible for the exclusion of the Palestinian people from their homeland comes at a time when the UN is exposed to almost daily diatribes against the Jewish people, violent anti-Semitic explosions are witnessed in France and other European countries, Arab and non-Arab Moslem nations are beating the drums of an all-out war against the Jewish state, and even in America out- standing church leaders are chiming in in this hatefilled harmony that raises, again, the ugly spectre of Jewish genocide. It is important to recog- nize the enemy. In this period of history, the enemy is making himself perfectly clear: for this we may be grateful. As for the Pope, his - clear anti-Semitism should remove the blinders from those who thought here, fi- nally, we have a sympathe- tic friend of mankind, a champion of justice and right. The Pope follows a time- honored position of the Roman Catholic Church that the Jews are blameworthy for all the evils of the world; indeed, they should no longer exist! In the Confraternity Ver- sion of the Holy Bible, St. Joseph Edition, issued by the Catholic Publishing Company and bearing the imprimatur of the Ar- chbishop of New York, in an introductory section on Religion of the Old Testa- ment, the statement is made that "The history of Israel came to its sad, tragic end in A.D. 70, when the Jewish nation reduced to one tribe and representing the last of Jacob's 12 sons came to an end with the de- struction of Jerusalem, its temple and priesthood." The conclusion is that any Jews that are left should long ago- have converted to Christianity. The residue are only warmongers and international trouble- makers. Rabbi Jack Goldman * * Pastor Criticizes Baptist Leader on 'Jewish Prayers' Editor, The Jewish News: The remark of the Rev. Bailey Smith at the annual conference of the Religious Roundtable in Dallas re- garding prayer and those to whom God listens concerns me deeply. I fully appreciate the ministry of Dr. Smith and recognize his faith in Jesus Christ. Indeed, Jesus did say that he was the Way, the Truth and the Life and that there was no other way to the Father except through him, but I would offer the following com- ment. An omniscient and om- nipotent God is not limited by a person's ethnic back- ground when listening to prayer. The Old Testament prophet said, "His arm is not shortened that He can- not save nor his ear heavy that he cannot hear." Encouraging the Hebrew nation, Jeremiah said, "Call unto me and I will answer thee and show thee great and mighty things which thou knowest not." Clearly, it is not the ac- cident of one's race but the condition of one's heart that is the deter- mining factor in God's hearing and answering prayer. The issue is not the ability of the willing- ness of God to hear prayer, but the sincerity and contriteness of one's heart. It is my concern that Gov. Reagan's beliefs not be equated with Srilith's statement. Recently speak- ing at Liberty Baptist Col- lege, Gov. Reagan told his audience that "since both the Christian and Judaic religions are based on the same God — the God of Moses — I'm quite sure those prayers are heard." Gov. Reagan did attend the Religious Roundtable con- ference, but to ascribe Smith's beliefs to Gov. Re- agan is unbecoming to jour- nalistic integrity. Certainly, I reserve the right to disagree with Rev. Smith and I respect his right to disagree with me but Ronald Reagan's pri- vate faith and personal be- liefs are not questioned and clearly should not be at is- sue. Richard C.
