The two mayors, Mouhamad Milhem of Halhoul and Fahed Kawasme of Hebron, were deported in May after Palestinian terrorists killed six Jewish yeshiva students in Hebron. The Israeli authorities charged the two banished mayors with in- citement against the Jewish state. According to - the an- nouncement, Begin's de- cision opens the way for the two mayors to appear before a special military appeals board. The Sup- reme Court recently criticized the govern- ment for refusing to let the two mayors appeal to the military board prior to their expulsion. The military board, the spokesman said, will now have to set a date for the hearing. He said the two mayors will be allowed to return to their homes if the board decides on their be- half. But if the earlier deci- sion is upheld, "the two would probably have to get out of the West Bank im- mediately," the spokesman said. PLO Press Conference Is Halted by IMF Officer WASHINGTON (JTA) — Gesticulating and shouting his demands, a spokesman for the Palestine Liberation Organization tried to hold a press conference last week in the giant press room set up for the annual meeting of the World Bank and Inter- national Monetary Fund (IMF) here.
