Dr. Gelb stressed in the
study that "in the politi-
cal arena, where the real
interests of communities
emerge, Jews' and blacks
continue to work to-
gether because their
goals and ideals make
them natural coalition
partners," She predicted
that "because blacks and
Jews remain the most
loyal members of the his-
toric liberal coalition of
the 1960s, supporting
similar social goals to a
greater degree than other
groups, they will con-
tinue to rely on one an-
, other for mutual support
in the future."
She cited similar voting
patterns by black and
Jewish members of Con-
gress on jobs, welfare re-
form, housing, health in-
surance and voting rights.
In addition, she declared,
black Congressmen have
almost unanimously sup-
ported pro-Israel positions,
while Jewish Congressmen
have provided unusually
strong backing on issues of
concern to blacks.
At the community level,

She declared there are
still "many areas of con-
tention" about "ques-
tions of ethnic succession
to Power, particularly in
relation to quotas and re-
verse discrimination, the
relationship of Israel to
Africa, and differences in
the agendas for each
community."
However, she added,
"these areas of conflict, as
important as they are,
should not be allowed to
overwhelm the more poten-
tially positive aspects of an
historically important rela-
tionship between blacks
and Jews" in America.
